Job summary

Responsibilities

• Lead department with supervisory staff, recruitment, training, recognition, staff development, performance management.

Salary: $117,858.00 to $199,139.00 annually
Midpoint: $158,498.50 annually

Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.

Position Summary

Under direction of the Senior Manager Supply Chain/Procurement, provides leadership and strategic oversight for Grant PUD’s operations, strategic procurement functions, and office services. This position ensures that Grant PUD’s procurement of materials, labor, and services are conducted in an efficient, transparent, and ethical manner, and is accountable for developing and implementing initiatives that align with the District’s Mission, Vision, Strategic Plan and Code of Excellence.

• Leads one or more departments composed of supervisory, professional, and administrative staff; and provides recruitment, hiring, training, recognition, staff development, performance management, coaching, disciplinary actions, and terminations as appropriate
• Stays informed on political, business, and contracting/procurement issues and emerging trends that influence organizational priorities and decision-making.
• Provides strategic direction and technical expertise to Grant PUD staff, current and prospective contractors, and members of the public on a variety of procurement activities, programs, policies, and practices.
• Guides and consults with Grant PUD staff on contracting methodologies, commercial strategies, and the development of project procurement and contract administration plans, ensuring procurement needs are met in a timely, cost-effective, and compliant manner with all applicable laws, regulations, and internal policies and procedures.
• Develops, implements, evaluates, and measures department goals, objectives, and metrics to ensure departments meet or exceed expectations for Grant PUD.
• Maintains knowledge of federal, state, and local regulations, as well as new trends and developments in procurement, supply chain management, and public sector best practices, and incorporates knowledge into department strategies and impacts of changes to Grant PUD.
• Collaborates with Supply Chain leadership and legal counsel to determine needs and propose contract boilerplate changes/updates.
• Build and maintain relationships with existing Grant PUD contractors and vendors while also ensuring opportunities exist to expand the contractor and supplier base.
• Works with supply chain leadership to research and review processes for responses to audits, protests, inquiries that require management responses, conflict of interest determinations, and other high visibility requests.
• In collaboration with Supply Chain leadership, develops and administers the annual operating and labor budget, ensuring effective allocation and monitoring of expenditures.

Required Qualifications (Education, Experience, Licenses & Certifications)

• A Bachelor’s degree in Supply Chain Management, Business Administration, Public Administration, or related field OR 2 additional years of relevant experience in lieu of degree.
• Five (5) years of progressive responsibilities in procurement, supply chain and/or related field, which includes at least 2 years of supervisory and/or management experience.

Preferred Qualifications (Education, Experience, Licenses & Certifications)

• Previous management experience with accountability for budgets, staffing, and operational outcomes.
• Experience managing procurement or supply chain functions in a multi-department or enterprise setting.
• Experience in project management, program management, and/or change management.
• Experience working in an electric utility or publicly owned setting.
• UPPCC, NIGP, or other approved Procurement Certification
• APICS, ISM, or other approved Supply Chain Certification

Other Knowledge, Skills & Abilities

• Comprehensive understanding of methods, principles, and practices of purchasing and contracting, and regulatory requirements in the public sector.
• Familiarity with contracting laws, regulations, and best practices.
• Understanding of the Procurement Standards under the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).
• Knowledge of sustainable purchasing practices involving integration of environmental, social, and ethical considerations into procurement processes and supplier relationships.
• Strong problem-solving, research, and analytical skills
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of internal and external partners.
• Ability to work effectively in a complex and dynamic work environment, working independently on complex tasks and non-routine matters.
• Strong organizational and time management skills.
