Position Summary
The Project Controls Specialist I (PCSI) OR Project Controls Specialist II (PCSII) positions are responsible for developing analytical systems for routine project controls assignments, including the fundamental aspects of individual project estimating, scheduling, change analysis, and cost control. The PCS roles are integral parts of the project controls core team, supporting Project Managers on various ranked projects and programs in accordance with Project Management Center of Excellence (PMCoE) assignment criteria. Responsibilities include assisting in the setup and review of project controls status such as cost, contract, WBS, schedule, and resources. The PCSI/PCSII uses standard methods and tools for project control tasks and supports team growth through ongoing learning and improvement. These positions require a foundational understanding of project controls principles and associated software tools, demonstrated through growing work experiences.
Responsibilities
Develop/Generate Periodic Project Controls Communications (in Total) Assists in the development and generation of project controls routine analytics for communication(s) prescribed by the business unit. Leads the data collection, verification, validation and analysis of data to support project controls communications
Responsible for distributing and archiving project controls reports as appropriate.
Provide presentation quality reports and communications as needed to project and management teams and be available to present if needed to project team/management team
Lead and Perform Change Control Track and manage changes to the project scope, schedule and cost
Identify, assess, gain approval, and distribute change requests, change notices or change orders in a manner compliant with internal governance standards and terms and conditions of relevant contracts (as appropriate)
Support team in audit reviews and communications
Coordinate Project Controls Benchmarking and Self-Assessment Initiatives Assists in the coordination for scheduling benchmarking for project controls functions, and self-assessment initiatives relevant to types of projects typically managed by the project controls group
Coordinate improvement opportunities, adoption of best practices to address gaps in performance
Expertise in Project Controls Methodologies Leads development and maintenance of
Common Work Breakdown Structures (WBS)
Project schedules
Cost estimates
Systems to track and trend cash flow projections
Project change control management
Communications associated with project controls
Supports systems to track and communicate project status, perform project controls related analyses at a level appropriate for projects/programs for the assigned business
Create and Maintain Project Estimate Collaborates in the development of estimates describing scope, schedule and cost details for effective project controls baseline management
Assures estimates address project scope, necessary materials, resources and fully burdened labor, Owner furnished equipment, engineering and design, contract costs, industry data relative to scope, and risks
Manages estimates according to Company policies, PMCoE Standards and Business Unit processes
Effective Team Leadership
This position is responsible for maintaining relationships with stakeholders, resolving quality issues, and completing assignments (proposals, project tasks, reports, etc.) within negotiated budgets and schedules.

Required/Basic Qualifications
Project Controls Specialist I
Project Controls Specialist II
Associate’s degree in project management, Business Administration, Finance or Engineering AND two (2) years minimum related work experience.
In lieu of associate’s degree(s) AND 2 year(s) related work experience listed above, High School/GED AND five (5) years related work experience.
Desired Qualifications
Bachelor’s degree in project management, Business Administration, Finance or other related degree.
Project Management Professional and/or Certified Associate of Project Management and/or AACE-PSP and/or AACE-CEP and/or AACE-CCC and/or AACE-EVP and/or PMI-SP
Additional Preferred Qualifications
Software such as MS Project/MS Office Suite, Primavera (P6 and Team Member), Business Objects, Passport, PowerPlan, Emax, Peoplesoft
Risk management tools / Monte Carlo analysis
Working Conditions
Hybrid Mobility Classification – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to a Duke Energy facility.
