Description

The Project Controls Manager is responsible for leadership, direction, management and performance of a project controls department. The role ensures that reporting systems, roles, staff, and tools meet enterprise Project Management Center of Excellence requirements. The department handles complex aspects of estimating, scheduling, change documentation, and cost control, reporting to accounting and clients. This critical position supports Project Managers and Directors on projects and programs of varying size and complexity, leads the organization that reviews project controls status (cost, contract, WBS, schedule, resource, etc.), and coaches and mentors Project Controls Specialists.

  • Lead development of scheduling, cost, cash flow reports and forecasts for multiple projects.
  • Develop, implement, and manage a reporting data warehouse for program controls reports and data for large projects.
  • Recruit, develop, train, retain, and evaluate the performance of the project controls team.
  • Lead development and implementation of project execution plans.
  • Establish and maintain relationships with existing and potential clients, customers, and contractors to generate additional business.
  • Plan, schedule, logistically manage, and control cost for engineering, procurement, and construction activities.
  • Serve as point of contact for technical questions from the project team.
  • Experience managing Construction Self‑Perform projects.
  • Validate accuracy of cost management and forecast reporting.
  • Interface with Project Management and Accounting to review project costs, contingency costs, and support external audits.
  • Negotiate heavy industrial project prime agreements and construction contract/subcontract agreements.
  • Review upstream (prime) and downstream (purchase orders & subcontract) change orders.
  • Analyze and validate cash flow reports.
  • Lead Interactive Project Planning Meetings (IPPM).
  • Present Project Controls reporting.
  • Direct schedule management using critical path method scheduling techniques, estimating, project cost management, forecasting, and document control for multiple projects.
  • Recommend schedule workarounds and mitigation efforts to the team.
  • Validate accuracy of earned value management system reporting.
  • Analyze and validate progress curves.
  • Review material takeoffs.
  • Oversee risk management, identifying and mitigating risk potentials to the project.
  • Ensure quality checks and inspections on project controls deliverables.
  • Validate field audits to verify accuracy of reporting and processes.
  • Lead Project Forensic Analysis.
  • Perform other duties as assigned.
  • Comply with all policies and standards.
Qualifications
  • Bachelor's degree in engineering, construction management, or related field, and 7 years of direct project controls experience.
  • Applicable experience may substitute for the degree requirement.
  • Experience with critical path scheduling, project cost management, estimating, and document control.
  • Extensive accounting knowledge preferred.
  • Experience with Oracle Primavera P6 preferred.
  • Experience with Earned Value Management system preferred.
  • Ability to facilitate and produce detailed construction schedules and interface them with engineering and procurement activities.
  • Excellent attention to detail, written and verbal communication skills, and interpersonal skills.
  • Proficient with Microsoft Office.
Compensation

$145,000.00–$320,000.00 per year (base salary plus eligibility for discretionary year‑end incentive bonus).
