  • Experience with budget tracking, cost forecasting, EAC/ETC, variance analysis, and performance reporting.
  • Knowledge of CPM scheduling, critical path, milestones, constraints, float, and recovery planning.
  • Experience leading or supervising project controls professionals such as planners/schedulers or cost engineers.
  • Excellent communication, presentation, and stakeholder management skills.

Axiom is seeking a Project Controls Manager to support major transportation and infrastructure projects in the Seattle area and throughout the Pacific Northwest. This role provides leadership and oversight of integrated project controls functions, including planning and scheduling, cost control, forecasting, earned value and performance measurement, change management, risk coordination, and project reporting.

The ideal candidate brings strong project controls experience on complex rail, transit, and infrastructure programs and can lead project controls professionals, including planners/schedulers, while translating cost, schedule, and performance data into clear insights that support project teams, clients, and management decision-making.

Key Responsibilities
  • Project Controls Management

    Lead and oversee the development and implementation of project controls processes, procedures, standards, and reporting systems.

    Provide integrated oversight of planning and scheduling, cost control, forecasting, performance measurement, change management, and risk-related project controls activities.

    Establish and monitor project performance metrics, earned value measures, and key performance indicators (KPIs).

    Ensure accuracy, consistency, integration, and reliability of cost, schedule, progress, and project controls data across project teams.

    Lead and support project controls staff, including planners/schedulers, and provide recommendations to project leadership regarding performance, emerging issues, trends, mitigation strategies, and corrective actions.

  • Cost & Forecast Management

    Oversee project budgets, commitments, expenditures, accruals, forecasts, contingency utilization, and Estimate at Completion (EAC) development.

    Review cost trends, variances, productivity, and forecast changes and identify potential impacts to project budgets and overall performance.

    Review contractor estimates, change orders, cost proposals, and time-related cost impacts in coordination with project teams.

    Oversee cost forecasting and cost/schedule integration, including alignment of project budgets, WBS/CBS structures, progress measurement, and control accounts.

    Provide project leadership and clients with clear analysis of financial performance, forecasts, trends, and project exposure.

  • Schedule Management

    Oversee the development, maintenance, review, and analysis of baseline, update, recovery, cost-loaded, and resource-loaded schedules. Review and validate critical path analysis, milestone performance, float,
    constraints, schedule variances, progress, and schedule risks.

    Provide senior-level review of contractor schedule submissions, schedule narratives, time impact analyses, what-if scenarios, and recovery schedules.

    Oversee schedule performance reporting and ensure schedule information is integrated with cost, progress, resource, productivity, and forecasting data.

    Guide planners/schedulers and project teams in schedule recovery planning, mitigation strategies, and performance improvement initiatives.

  • Change, Risk & Performance Management

    Oversee the integration of change and risk information into project controls, including identification, assessment, mitigation, monitoring, and reporting of cost and schedule impacts.

    Lead or support risk and change discussions, maintain appropriate registers and logs, and ensure emerging issues are reflected in forecasts and project performance reporting.

    Review and evaluate cost and schedule impacts associated with proposed changes, including change orders and delay-related impacts.

    Oversee contingency tracking, risk-based forecasting, and trend management to support informed project decision-making.

    Ensure approved changes are properly documented and incorporated into
    budgets, schedules, forecasts, and project controls systems.

  • Reporting & Stakeholder Support

    Oversee the preparation of dashboards, earned value and performance reports, forecasts, schedule narratives, variance analyses, and other project controls deliverables for project leadership and clients.

    Review and present integrated cost, schedule, change, risk, and performance information to project leadership, clients, and key stakeholders.

    Support client, executive, and public-agency reporting requirements and ensure project controls information is clear, accurate, and decision-ready.

    Communicate project status, trends, variances, risks, and mitigation strategies clearly to technical and non-technical audiences.

Required Qualifications
  • 10+ years of progressively responsible experience in project controls, planning/scheduling, cost management, or related capital project delivery, with demonstrated experience leading or coordinating project controls functions.
  • Strong knowledge of integrated project controls methodologies, including CPM scheduling, cost control, forecasting, earned value/performance measurement, change management, and risk coordination.
  • Experience integrating cost, schedule, progress, resource, change, and risk information across multiple contracts, disciplines, or workstreams.
  • Strong analytical, problem-solving, and decision-support capabilities.
  • Strong experience with budget tracking, commitments, cost forecasting, EAC/ETC, trend analysis, variance analysis, and performance reporting.
  • Strong working knowledge of CPM scheduling, including schedule logic, critical path, milestones, constraints, float, schedule variance analysis, and recovery planning.
  • Experience leading, supervising, or providing technical direction to project controls professionals such as planners/schedulers, cost engineers, or project controls analysts.
  • Excellent communication, presentation, and stakeholder management skills.
Preferred Qualifications
  • Professional Engineer (PE)
  • Project controls, scheduling, cost, or project management certifications such as CCP, PSP, PMP, or related AACE credentials.
  • Experience with Primavera P6, Microsoft Project, Excel, cost management systems, dashboards, and/or project controls reporting tools.
  • Experience working in a client-facing or owner-representative project environment.
  • Experience with Sound Transit, WSDOT, FTA-funded, or other public agency projects.
  • Familiarity with GC/CM and alternative project delivery methods.
  • Experience with earned value management, cost-loaded/resource-loaded schedules, time impact analysis, risk registers, contingency tracking, quantitative risk analysis, or probabilistic forecasting is a plus.
