Job summary

Boston Government Services, LLC (BGS) in Oak Ridge, TN seeks a Project Controls Manager to support a complex nuclear facility project. You will lead cost management, scheduling, forecasting, and risk activities while maintaining the integrated master schedule and baselines.

The role requires 10–15 years of project controls experience, strong EVMS knowledge, and the ability to coordinate across engineering, procurement, and construction teams. U.S.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Project Management, Business, Finance, or related field.
• 10–15 years of project controls experience on large or complex projects.
• Experience developing IMS, baselines, forecasts, and change control processes.
• Proficiency with Primavera P6 and advanced Excel/data analysis.
• Must be a U.S. citizen and able to obtain security clearance.
• Drug screening requirement.

Responsibilities

• Lead project controls activities, including cost management, scheduling, forecasting, risk management, and performance reporting for a complex nuclear facility project.
• Develop, maintain, and manage the integrated master schedule (IMS), ensuring activities are integrated.
• Establish project cost baselines, budgets, forecasts, and earned value metrics; identify variances and provide corrective actions.
• Coordinate with project management, engineering, procurement, construction, finance, and subcontractors to ensure accurate data across the project.
• Manage the project change control process, evaluating cost and schedule impact of changes and maintaining baselines.
• Prepare and present regular project controls reports, dashboards, KPIs, schedule updates, and executive forecasts.

• Establish project cost baselines, budgets, forecasts, and earned value metrics; identify variances and provide recommendations for corrective action.
• Coordinate with project management, engineering, procurement, construction, finance, and subcontractors to ensure accurate schedule and cost data across the project.
• Manage the project change control process, evaluating the cost and schedule impact of scope changes and maintaining accurate documentation and baselines.
• Prepare and present regular project controls reports, dashboards, KPIs, schedule updates, risk assessments, and executive-level forecasts to project leadership and stakeholders.

Requirements:

• Bachelor’s degree in Engineering, Construction Management, Project Management, Business, Finance, or a related field.
• Minimum 10–15 years of project controls experience, including cost control, scheduling, forecasting, and project performance management on large or complex projects.
• Demonstrated experience developing and managing integrated project schedules, cost baselines, forecasts, and change control processes.
• Proficiency with project controls and scheduling tools such as Primavera P6, along with strong Microsoft Excel and data analysis skills.
• Strong understanding of engineering, procurement, construction, and commissioning project lifecycles, with the ability to coordinate project controls across multiple disciplines and stakeholders.
• Must be able to pass a drug screening.
• Must be a U.S. Citizen
• Ability to obtain and maintain a security clearance.

Preferred Qualifications:

• Previous experience supporting nuclear, uranium enrichment, nuclear fuel cycle, DOE/NNSA, or other highly regulated/complex industrial projects.
• Experience with Earned Value Management Systems (EVMS) and DOE project controls requirements or similar federal project management standards.
• Professional certification such as PMP, AACE CCP, AACE PSP, or PMI-SP and/or experience supporting projects from early design through construction and commissioning.

Location/Work Arrangement:

• This position is in Oak Ridge, TN.
• Schedule is full-time, Monday – Friday 40-hour week.
