Job summary

HNTB Corporation in Nashville, TN seeks a senior Project Controls Manager to lead the controls for the CHYM program. You will oversee budgeting, scheduling, cost management, risk, and document control, coordinating with the Program Director, subconsultants, client, and stakeholders to deliver on-time, on-budget results.

The role requires a Bachelor's degree and 8+ years of relevant experience (or 12 years without degree), EPC/A&E project controls exposure, and proven leadership in multiple

Qualifications

  • > Bachelor\'s degree in relevant field and 8 years of relevant experience, or in lieu of education, 12 years of relevant experience.
  • > 5 years EPC or A&E project controls experience including scheduling, cost estimating/budget control, and document control.
  • > Experience in two or more phases of project lifecycle (predesign, design, procurement, construction, post-construction).
  • > Experience as client\'s PM/CM agent or as part of design-build contractor.
  • > Leading the full suite of project controls disciplines on a major program management or general engineering contract.
  • > Collaborative, client-focused approach and ability to partner with teams and clients.

Responsibilities

  • Establishes and manages the project controls staff including budget/cost estimating, scheduling, document control and information systems, risk management and claims analysis functions.
  • Creates, edits, and publishes guidelines, manuals, and documents for use by Project staff including PM Plan, Project Controls Manual and Monthly Progress Reports.
  • Develops and maintains project controls procedures and work instructions.
  • Supervises scheduling efforts including baseline, progress schedules, specialty schedules, schedule analysis and progress reporting.
  • Assists in or directs preparation of specialty schedules, labor forecasts, and cash flows.
  • Oversees cost management including cost reporting templates and monthly Cost & Change Management deliverables.
  • Analyzes variances and communicates reasons to management.
  • Identifies trends and corrective actions.
  • Manages project controls systems (PMCS, doc control, cost and scheduling systems).
  • Develops cost estimating capability and supervises estimating efforts including independent estimates and scenario analysis.
  • Oversees automated system for data capture and reporting of cost/schedule status.
  • Supervises document control for engineering, procurement, and construction documents and reports.
  • Generates weekly/monthly/exported client reports and PM staff deliverables.
  • Prepares for meetings with reports, analysis and backup documentation for stakeholders.
  • May oversee staff recruitment, development and retention for a small/medium controls team.

What We're Looking For Leads all aspects of controls in support of HNTB’s efforts for the Metro Nashville Choose How You Move (CHYM) program. CHYM is Nashville's multi-billion-dollar voter-approved plan to modernise transportation and give everyone safer, more reliable ways to get around. Implementation is underway, delivering practical investments in safety, reliability, and access that work for everyone, whether you walk, roll, ride, bike, or drive. Oversees project controls for the CHYM program and ensures 4 for 4 – quality work, on time, on budget, and to the client’s satisfaction. Works closely with the Program Director, Deputy Directors, subconsultants, client, and stakeholders to successfully execute on all aspects of controls, including scheduling, estimation, risk management, change management, document controls, budget tracking, reporting, and supporting implementation of a Capital Project Management System. What You’ll Do:

Establishes and manages the project controls staff assigned to the project, including budget/cost estimating, scheduling, document control and information systems, risk management and claims analysis functions.

Creates, edits, and publishes guidelines, manuals, and documents for use by Project staff including the Project Management Plan, Project Controls Manual and Monthly Project Progress Reports.

Develops and maintains relevant project controls procedures and work instructions.

Supervises the scheduling efforts for the project to include the preparation and analysis of schedule baseline, progress schedules, specialty schedules, schedule analysis and project progress reporting.

Assists in or directs the preparation of specialty schedules, project labor forecasts, and cash flows.

Supervises the cost efforts of the project to include guidance and oversight of the cost management system, preparation of cost report templates, and issue of monthly Cost and Change Management report deliverables.

Analyzes variances in cost and schedule performance and design/construction changes against the baseline estimate and schedule, communicates reasons for variances to relevant management entities.

Identifies trends and deviations and recommends corrective courses of action.

Recommends solutions or recovery plans for schedule/cost impacts or delays.

Manages and maintains the implementation and utilization of project controls systems necessary to support the project including but not limited to; PMCS, doc control, cost and scheduling systems.

Develops and maintains a cost estimating capability and supervises the estimating efforts for the project to include developing construction estimates, preparing independent cost estimates, and supporting scenario analysis.

Oversees development and maintenance of an automated system that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information including cost and schedule status.

Supervises the Document Control efforts of the project including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures.

Develops and produces weekly, monthly and special reports in a timely manner for the client and PM staff to monitor progress and status of the project, including input from contractor.

Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/reports/deliverables to the PM, client, and stakeholders.

May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession for a small to medium size project controls section or department within an office.

What You’ll Need:

Bachelor's degree in relevant field and 8 years of relevant experience, or In lieu of education, 12 years of relevant experience.

What We Prefer:

5 years Engineering, Procurement and Construction (EPC) or Architecture & Engineering (A&E) project controls experience including two or more of the following: scheduling, cost estimating/budget control, and document control.

Project Controls experience in two or more phases of project lifecycle (e.g., predesign, design, procurement, construction, and post-construction phases).

Project Controls experience working as client's PM/CM agent (e.g., providing program management/construction management services), or as part of design-build contractor (or equivalent design and construction experience).

Proven experience leading the full suite of project controls disciplines (document controls, scheduling, risk management, financial management, CPMS, etc.) on a major program management or general engineering consultant contract.

Proven experience coordinating with client leadership to successfully discover and deliver client needs by listening well.

Collaborative approach to partnering with teammates and the client to deliver a multi-discipline program.

Preference for location in or ability to relocate to the Nashville area.
