Overview

Project Controls Manager – Growth Projects at Vopak North America. Your mission is to continuously improve Project Execution Excellence in the US and Canada Business Unit by establishing project controls tools, analyzing performance, forecasting, and providing status reporting to aid strategic decision‑making. The role is based in Houston, Texas and may require 10–15% domestic travel.

Core Responsibilities
  • Develop, implement and execute all cost control, reporting, scheduling, planning and progress measurement procedures and systems for all BU Growth projects.
  • Design and maintain project controls data specifications to enable benchmarking at CBS, WBS and norm‑analysis levels.
  • Build and manage a project database to support estimating and benchmarking.
  • Ensure budgets and schedules conform to Vopak’s cost and work breakdown structures for effective tracking, reporting, change management, forecasting, and resource planning.
  • Create and maintain project reporting formats using industry‑standard tools to allow proactive intervention across all BU projects.
  • Participate in growth‑project risk identification sessions and implement a quantitative MonteCarlo risk evaluation process.
  • Implement data acquisition, analysis and control systems to support proactive intervention on project execution.
  • Develop, oversee and audit project‑specific controls plans, ensuring compliance with Vopak policies.
  • Maintain a lessons‑learned database and provide audit of schedule and cost performance for all BU Growth projects.
  • Interface with Global Projects on procedure development and reporting standardization; provide input to continuous improvement of global standards, tooling and templates.
  • Develop standardization for reporting across all BU projects and update the Monthly Project Status Report as part of the Global Status Report cycle.
  • Support BU Project Governance for project controls and track project performance, providing intervention where required with BU Project Managers.
  • Act as the primary project controls support for all FEL‑1 and FEL‑2 stage projects; ensure appropriate resources for FEL‑3 and Execution stages.
  • Perform other duties as required or assigned.
Qualifications
  • Bachelor’s Degree in Engineering, Construction Management, or a related field.
  • 10–15 years of experience in project controls for large industrial projects; at least 5 years in a leadership role.
  • Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential).
  • Proven capability to establish and manage project controls programs.
  • Analytical proficiency at the Bachelor’s level, with affinity for data analytics or data science.
  • Familiarity with MonteCarlo quantitative analysis software.
  • Strong communication skills in English, both written and spoken.
  • Ability to engage team members and stakeholders across generations and cultures.
  • Self‑propelling, entrepreneurial mindset with determination and grit.
  • Excellent social skills: able to connect with business, develop Vopak networks, and inspire teams.
  • Balanced leadership capable of hands‑on execution in a lean, dynamic environment.

Work Environment & Physical Demands

Office environment with moderate noise and no exposure to fumes, toxic conditions or vibrations. Duties include walking, sitting, speaking, hearing, standing, using hands, reaching, occasionally lifting up to 10 pounds, and traveling by air, rail, bus, or car.
