Job description

Project Controls Lead

KBR Sustainable Technology Solutions (STS) provides holistic and value-added solutions across the entire asset life cycle. These include world-class licensed process technologies, differentiated advisory services, deep technical domain expertise, energy transition solutions, high-end design capabilities, and smart solutions to optimize planned and operating assets. KBR is seeking a Project Controls Lead to provide overall leadership of the project controls organization and serve as the client's primary project controls advisor within the PMC team. This role is responsible for establishing and maintaining project controls governance, overseeing the development and management of capital cost estimates, integrating cost and schedule control processes, directing forecasting and performance measurement activities, and ensuring the accuracy, consistency, and integrity of project reporting. The Project Controls Lead provides strategic guidance to PMC leadership on project performance, key trends, emerging risks, recovery opportunities, and corrective actions, enabling informed decision-making and successful project delivery.

Functional job responsibilities will include but are not limited to:

  • Establish and govern project controls systems, processes, standards, and reporting frameworks.
  • Accountable for the performance, integration, governance, and staffing of all project controls functions including estimating, cost management, scheduling, risk management, change management, and reporting.
  • Ensure the accuracy, integrity, and integration of project cost, schedule, and performance data.
  • Provide executive leadership with performance assessments, forecasts, risk insights, and corrective action recommendations.
  • Integrate engineering, construction, CQV, startup, operational readiness, and GMP regulatory milestones into project controls systems and reporting and direct the development of project performance reporting, dashboards, and management reviews.
  • Provide independent oversight and validation of EPC/EPCM contractor cost, schedule, forecasting, and performance reporting processes.
  • Build and lead a high-performing project controls organization while promoting continuous improvement and best practices.
  • Direct integrated quantitative cost and schedule risk analysis programs and maintain probabilistic forecasts throughout project execution.
Required Education, Experience, & Skills:
  • Bachelor's degree in Engineering, Project Management, Business, Finance, or a related discipline.
  • Minimum 15 years of project controls experience, supporting pharmaceutical, biotechnology, life sciences, or other highly regulated industrial projects, including project controls leadership roles on large capital projects of $500M TIC or greater.
  • Experience establishing and leading integrated project controls organizations during project execution phases.
  • Extensive knowledge of project controls methodologies, including cost management, scheduling, forecasting, earned value management, risk management, change management, and performance measurement.
  • Demonstrated experience advising senior project leadership and executive stakeholders on project performance and strategic decision-making.
  • Strong understanding of engineering, procurement, construction, commissioning, and project delivery processes.
  • Experience managing multidiscipline project controls teams and coordinating project controls activities across multiple stakeholders and organizations.
  • Experience with capital project estimating, including development, review, governance, and validation of project cost estimates from early planning through project completion.
  • Experience with quantitative cost and schedule risk analysis methodologies and tools.
Preferred Education, Experience, & Skills:
  • Experience serving in an Owner's Representative, PMC, EPCM, or Integrated Project Management Team (IPMT) environment.
  • Professional certifications offered by AACEi (e.g. CCP®, PSP®, EVP®, PRMP®), or equivalent.
  • Demonstrated ability to communicate complex project performance information to executive leadership and non-technical stakeholders.
  • Strong leadership, organizational, and stakeholder management skills with experience operating in highly matrixed project environments.
  • Proven track record of developing and mentoring project controls professionals and building high-performing teams.
