Job description

Job Title: Project Controls Engineer - WMATA

PACO Group, Inc. is seeking a meticulous Project Controls Engineer to support the Washington Metropolitan Area Transit Authority’s (WMATA) Passenger Facilities Construction (PFAC) program. You will oversee project finances, schedules, and change-order processes for a portfolio that includes station rehabilitations, ADA upgrades, and other capital improvements across the Metrorail system.

Responsibilities
  1. Cost & Budget Management: Establish and maintain detailed project financial records; upload all documentation to Procore. Monitor payroll reports versus field data, prepare variance analyses, and advise the project team. Reconcile proposed vs. actual costs; track contingency usage and align with Construction Change Order Management System data.
  2. Reporting & Analytics: Generate monthly KPI dashboards covering budget, schedule, and scope changes; craft clear variance narratives. Coordinate addenda to Project Charters and Statements; contribute to portfolio-level performance reports.
  3. Schedule & Process Controls: Review overall schedule performance and integrate updates into the master schedule. Evaluate and refine project controls procedures to improve accuracy and efficiency.
  4. Change-Order & Contract Support: Provide technical support for change-order management, cost estimates, change notices, and contract-modification packages. Assist with claims, progress payments, and other contract-administration duties.
  5. Additional Duties: Perform other project-related tasks as assigned by WMATA’s Task Manager.
Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Business, Finance, or a related field.
  • 6+ years of project financial and portfolio-management experience, ideally on large infrastructure projects.
  • Proven expertise in change-order management and cost/schedule control.
Technical Skills
  • Advanced proficiency with Microsoft 365—especially Power BI, Excel, Teams, and SharePoint.
  • Experience producing reports from financial and project-management systems; Procore proficiency strongly preferred.
Soft Skills
  • Strong analytical mindset with superb attention to detail.
  • Clear written and verbal communicator capable of distilling complex data into actionable insights.
Preferred Qualifications
  • Familiarity with WMATA processes and procedures.
  • PMP certification (desirable but not required).
