Navarro Research and Engineering is recruiting a Project Controls Engineer 4 #1663JP00002960 (3483) in Los Alamos, NM.

*This position will support the Los Alamos Laboratory as a Navarro employee in a staff augmentation role.

Responsibilities:

1. Supervise schedule development, maintenance, and monitoring activities.
2. Supervise cost engineering analysis and control activities.
3. Prepare and review, or supervise the preparation and presentation of, cost engineering and planning activities.
4. Support project organizational and administrative activities.
5. Manage cost engineering, cost analysis/control, and planning and scheduling activities for projects with significant non-routine requirements or discipline/projects/proposal cost and planning activities requiring high technical skill.
6. Demonstrate skill in identifying, analyzing, and providing innovative solutions to cost engineering and schedule guidance to projects.
7. Ensure work is completed as scheduled and identify cost trends for management attention.
8. Apply broad expertise or unique knowledge to contribute to objectives and principles, achieving goals creatively and effectively.
9. Develop advanced concepts, techniques, and standards based on professional principles and theories.
10. Be recognized as an expert in the field within the Laboratory.
11. Work on significant, unique, or complex issues, providing highly creative solutions where analysis requires evaluation of intangibles.
12. Impact the success of future concepts, products, or technologies.
13. Work under consultative direction toward long-term targets, often self-initiated.
14. Operate with virtually self-supervisory capacity.

Requirements:

1. Typically requires a bachelor’s degree and at least twelve years of related experience, or an equivalent combination of education and experience. Postgraduate coursework may be expected at this level.
2. Support the Earned Value Management System (EVMS) and Project Controls System.
3. Perform cost estimating, analysis, and control activities, supervise and provide technical direction for cost engineering and planning/scheduling activities, and identify trends for management attention.
4. Experience in planning and scheduling functions, including schedule development, control, analysis, and cost engineering functions such as cost estimating, control, financial reporting, and analysis.
5. Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
6. Strong oral and written communication skills.
7. Proficiency with personal computer operating systems and multiple discipline-specific software applications.
8. Knowledge of financial report systems and controller account codes, understanding their impact on project controls.
9. Intermediate understanding of project controls technical skills.
10. Knowledge of engineering and/or construction management acquired through instruction or practical experience.
11. Ability to secure a DOE Level Q Security Clearance.
