*This position will support the Los Alamos Laboratory as a Navarro employee in a staff augmentation role.
Responsibilities:
- Supervise schedule development, maintenance, and monitoring activities.
- Supervise cost engineering analysis and control activities.
- Prepare and review, or supervise the preparation and presentation of, cost engineering and planning activities.
- Support project organizational and administrative activities.
- Manage cost engineering, cost analysis/control, and planning and scheduling activities for projects with significant non-routine requirements or discipline/projects/proposal cost and planning activities requiring high technical skill.
- Demonstrate skill in identifying, analyzing, and providing innovative solutions to cost engineering and schedule guidance to projects.
- Ensure work is completed as scheduled and identify cost trends for management attention.
- Apply broad expertise or unique knowledge to contribute to objectives and principles, achieving goals creatively and effectively.
- Develop advanced concepts, techniques, and standards based on professional principles and theories.
- Be recognized as an expert in the field within the Laboratory.
- Work on significant, unique, or complex issues, providing highly creative solutions where analysis requires evaluation of intangibles.
- Impact the success of future concepts, products, or technologies.
- Work under consultative direction toward long-term targets, often self-initiated.
- Operate with virtually self-supervisory capacity.
- Use independent judgment to determine courses of action to achieve objectives.

Requirements:
- Typically requires a bachelor’s degree and at least twelve years of related experience, or an equivalent combination of education and experience. Postgraduate coursework may be expected at this level.
- Support the Earned Value Management System (EVMS) and Project Controls System.
- Perform cost estimating, analysis, and control activities, supervise and provide technical direction for cost engineering and planning/scheduling activities, and identify trends for management attention.
- Experience in planning and scheduling functions, including schedule development, control, analysis, and cost engineering functions such as cost estimating, control, financial reporting, and analysis.
- Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
- Strong oral and written communication skills.
- Proficiency with personal computer operating systems and multiple discipline-specific software applications.
- Knowledge of financial report systems and controller account codes, understanding their impact on project controls.
- Intermediate understanding of project controls technical skills.
- Knowledge of engineering and/or construction management acquired through instruction or practical experience.
- Ability to secure a DOE Level Q Security Clearance.
