Job description

The Project Controls Analyst III will assist in the overall allocation, budgeting, planning, scheduling, and reporting for projects within the Authority's Capital Investment Plan (CIP), with the goal of achieving on-budget and on-time performance.

Cost Estimating
  • Assist in the development and implementation of computerized cost estimating, cash flow projections, and estimate at completion (EAC) projections.
  • Review and process for payment consultant and construction invoices; assure that payments are in accordance with pre-established authorizations.
  • Perform cost management, including trending and change management.
  • Provide QA/QC review of all project budget/cost-related data.
Scheduling
  • Assist with review and analysis of project schedules, assisting Project Managers with monitoring project schedules against actual progress, by comparing baseline and report progress against the schedule, forecasting impacts of proposed changes on schedules.
  • Assist Project Managers with work around and mitigation strategies for implementation by contractors.
  • Review schedules to determine the design engineer and construction contractor compliance with the scheduling requirements included in their contract.
  • Review and evaluate design schedules for acceptability.
  • Prepare schedule analysis reports.
  • Respond to contractor schedule delay letters.
  • Manage design and construction planning and scheduling activities provided by outside schedule consultants.
  • Coordinate proposed schedules with various MBTA Departments to ensure compatibility between all departments.
Claims / Change Orders / Risk / Contingency
  • Review and analyze cost data associated with claims and time extensions.
  • Analyze project performance data for risk trends.
  • Assist with monitoring project progress status for earned value analysis.
  • Coordinate and participate in risk analysis, constructability, and value engineering workshops.
  • Perform qualitative and quantitative risk assessments.
  • Identify key risk concerns to future construction projects.
  • Calculate project schedule and cost contingency.
Other
  • Maintain Lessons Learned Database for past project performance information sharing.
  • Assist in the design and development of new computerized reports.
  • Participate in the development of business process flow model for existing department workflows and identify solutions to improve existing processes.
  • Develop materials for public input, including high quality charts, tables, and presentations.
  • Perform assigned tasks involving data cleaning, data analysis, qualitative and quantitative analysis, and writing and proofreading presentations and project reports.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority’s customer service quality standard.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.
Minimum Requirements
  • A Bachelor's degree from an accredited institution in Engineering, Construction Management, or Business Administration.
  • Minimum of four (4) to five (5) years of experience in project controls, scheduling, financial reporting, and project management.
  • Experience working effectively with a diverse workforce.
  • Highly organized with the ability to manage time, resources, and people, with an exceptional ability to handle multiple projects simultaneously.
  • Advanced understanding of Project Budgets, Change Management, Earned Value, Cost, and Schedule management associated with major project execution.
  • Strong analytical and problem-solving skills.
  • Strong attention to detail.
  • Excellent communication, analytical, and presentation skills with the ability to influence people at all levels of the organization, both vertically and horizontally.
  • Ability to learn quickly, take direction, work independently, and use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in Excel and PowerPoint including Pivot Tables and large data sets.
Substitutions
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Required Skills
  • A Master’s degree from an accredited institution in Engineering, Construction Management, Business Administration, or a related field.
  • Eight (8) years of experience in project control, financial reporting, and project management.
  • Experience supporting the delivery of capital projects ($100 - $200 million).
