Job summary

The Massachusetts Bay Transportation Authority is seeking a Project Controls Analyst II to support budgeting, scheduling, and reporting for projects within the CIP. You will help ensure on-budget, on-time delivery by coordinating budgets, cash flows, and schedule performance with project managers and departments.

Key responsibilities include cost estimation, schedule analysis, risk assessment, and preparing written and visual program updates for internal and external stakeholders.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, or Business Administration.
  • Two (2) years of experience in project administration or coordination duties.
  • Experience with Primavera P6 or other scheduling software.
  • Strong analytical, communication, and presentation skills.

Responsibilities

  • Budget and cost estimating for CIP projects and cash flow projections.
  • Prepare Master and Summary project schedules and analyze progress.
  • Assist with earned value analysis and change order/risk management.
  • Prepare quarterly and monthly program reports from financial, schedule, and project data.
  • Develop materials for public input and stakeholder presentations.

Job description

The Project Controls Analyst II will assist in the overall allocation, budgeting, planning, scheduling, and reporting for projects within the Authority's Capital Investment Plan (CIP) to achieve on-budget and on-time performance.



  • Budget and Cost Estimating

    • Assist with the development of project budgets, cash flow projections, and estimate at completion (EAC) projections.

    • Perform budget monitoring, including trending and change management.

    • Provide QA/QC review of all project budget/cost-related data.



  • Scheduling

    • Assist with preparing project schedules at the Master Schedule and Summary Schedule levels.

    • Assist with review and analysis of project schedules, assisting Project Managers with monitoring project schedules against actual progress, comparing baseline and report progress against the schedule, and forecasting impacts of proposed schedule changes.

    • Assist Project Managers with workaround and mitigation strategies for implementation by contractors.

    • Review schedules to determine designer and construction contractor compliance with the scheduling requirements included in their contract.

    • Prepare schedule analysis reports.

    • Assist the Project Manager with schedule communications to internal stakeholders and external contracted parties.

    • Assist Project Managers in coordinating proposed schedules with various MBTA Departments to ensure compatibility between all departments.



  • Change Orders / Risk / Contingency

    • Analyze project performance data for risk trends.

    • Review construction contractor requests for extension in contract time.

    • Assist with monitoring project progress status for earned value analysis.

    • Assist Project Managers with Risk Reallocation and Contingency management.

    • Coordinate and participate in risk analysis, constructability, and value engineering workshops.



  • Other

    • Assist with preparing Program and Project level reporting on a Quarterly and Monthly basis. Data for reporting will be sourced from financial, schedule, and project management systems.

    • Developing materials for public input, including high-quality charts, tables, and presentations.

    • Perform assigned tasks involving data cleaning, data analysis, qualitative and quantitative analysis, and writing and proofreading presentations and project reports.

    • Respond to each inquiry, whether from a customer, vendor, or co-worker courteously and professionally consistent with the Authority’s customer service quality standard.

    • Assist with preparing and monitoring task orders.

    • Perform related duties and projects as assigned.

  • None



  • A Bachelor's degree from an accredited institution in Engineering, Construction Management, or Business Administration.

  • Two (2) years of experience in project administration or coordination duties, supporting a large department or group in project controls, financial reporting, and project management.

  • Highly organized and able to manage time, resources, with an exceptional ability to handle multiple projects simultaneously.

  • Understanding of Project Budgets, Change Management, Earned Value, Cost, and Schedule management associated with major project execution.

  • Experience using Primavera P6 or other scheduling software.

  • Strong analytical and problem-solving skills.

  • Strong attention to detail.

  • Excellent communication, analytical, and presentation skills with the ability to influence people at all levels of the organization, both vertically and horizontally.

  • Ability to learn quickly, take direction, and work independently, and to use creative, collaborative, and consultative approaches to resolve issues.

  • Expertise in Excel, and PowerPoint including Pivot Tables and large data sets.


Substitutions


  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.

  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.

  • A master’s degree in a related subject substitutes for two (2) years of general experience.

  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.



  • Master’s Degree from an accredited institution in Engineering, Construction Management, or Business Administration.

  • Experience supporting the delivery of capital projects ($50 - $100 million).
