Job summary

Job description

The Deputy Director of Infrastructure Planning will oversee a team managing the development of facilities projects and initiatives from inception through conceptual design for the purpose of evaluating potential project purpose and need and finalizing the project program before advancing into final design and construction to be carried out under the direction of the Capital Delivery Department. The Deputy Director may lead major efforts directly. In addition to the portfolio of general employee facilities and station pre-design efforts, the Deputy Director will also lead the MBTA’s Bus Facility Modernization program.

• Responsible for leading the program and planning phase for bus maintenance facility projects.
• Manage a team of two to three project managers, who collectively have responsibility to:
  • Manage projects through the programming/pre-design phase in accordance with the MBTA standards, manuals, policies, and procedures to meet the needs of the MBTA.
  • Identify project requirements with Operations, Safety, Environmental, and System-wide Accessibility and based on site conditions and documentation of issues
  • Develop test fits and conceptual designs using Revit or AutoCAD to support program decision-making and site planning
  • Identify project requirements and conduct project activities with outside agencies, abutters, utility companies, community groups, and other third parties affected by the project, as required.
  • Develop project target budgets based on project scope, comparable examples, and other methods to support obtaining capital funds necessary to complete the project.
• Represent the department as the primary liaison with major internal clients for the group’s facilities work, including the Stations, Facilities & Structures department, Vehicle Maintenance, Engineering & Maintenance, Transportation, OPSS/Training, and Commuter Rail.
• Support leadership in conducting program funding oversight activities and coordinate with other departments, including Project Controls, Capital Finance and Capital Planning and Programming
• Collaborate and coordinate with Environmental, Real Estate and TOD departments, including supporting environmental review and property acquisition.
• Coordinate and participate in Project Design Group meetings for ongoing design projects including value engineering sessions, constructability reviews, and risk workshops, as required.
• Organize and prioritize workload of direct reports and be proactive in identifying project needs/requirements and support work assignments that are program specific, including management of consultants hired to support the overall program.
• Prepare for and make project presentations to represent the MBTA to elected officials, community groups, and others as required.
• Lead the procurement of consultants and contractors, as required, to support conceptual design efforts
• Manage multiple planning, design, engineering, architecture, and other technical consultants and consulting teams and contracts to carry out the requirements of each assignment completed on time, and on budget.
• Work closely with leadership in creating, planning, organizing, managing and overseeing capital programs related to the modernization/replacement of nine bus maintenance facilities.
• Responsible for updating the Bus Facility Design Guidelines.
• Support leadership in managing the development of and implementation of the department’s Bus Modernization Program (CIP) setting goals, objectives, policies and priorities.

• Bachelor’s Degree in Engineering, Planning, Business Administration, Architecture, or a related field from an accredited institution.
• Five (5) years of progressive experience in complex project management, planning, design or construction of commercial projects, or other large public transit or transportation planning infrastructure projects.
• Three (3) years of leadership or supervisory experience.
• Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills.
• Working experience in Revit or equivalent design software
• Working experience in Microsoft Word, Excel, and PowerPoint applications.
• Strong oral, written and interpersonal skills; effective organizational, analytical, and multitasking abilities.
• Strong people-management and leadership skills, with the ability to foster collaboration and drive employee engagement.
• Ability to handle sensitive and confidential information in an appropriate manner.

Substitutions

• A master’s degree in a related subject substitutes for two (2) years of general experience.
• A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

• A Master's degree in Architecture, Planning, Engineering, or Construction Management from an accredited institution, and
• Six (6) or more years of experience in the management of public works projects (design and/or construction) or related experience in a supervisory capacity.
• Experience managing multiple projects with a construction cost of $20 million or over in a transit and or/design or construction environment.
• Strong project controls knowledge and ability to accurately evaluate cost and schedule.
• Familiarity with FTA, FRA, and MBTA rules and regulations regarding project delivery, environmental requirements and permitting.
• Registered Professional Engineer, Registered Architect, and/or Certified Construction Manager.
