Job summary

MRC Recruiting's client is reviving a past-producing operation and seeks a Project Controls Manager who will own planning, scheduling, cost control, forecasting, reporting, risk, and change control on site.

You will set standards, build systems, and provide senior leadership with timely information to guide decisions. You will lead a team and collaborate with engineering, construction, procurement, finance, and operations to deliver value on a large-scale capital project.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Mining Engineering, or a related field.
• PMP, CCP, PSP, AACE, or similar certification is an asset.
• 15+ years of progressive experience in project controls, project management, or capital project execution in mining, heavy industrial, or infrastructure settings.
• Proven track record leading project controls on large-scale capital projects.
• Experience leading cross-functional teams and influencing project stakeholders.
• Mining or heavy industrial operations experience preferred.
• Key skills: project scheduling, cost control, forecasting, risk management, and change management.
• Proficiency with Primavera P6, Microsoft Project, Microsoft Excel, SAP, and Oracle.
• Ability to communicate clearly with field crews to the executive team.
• Sound judgment under schedule and budget pressure and the ability to raise issues early.

Responsibilities

• Lead all project controls activities across the project portfolio, including planning, scheduling, cost control, forecasting, reporting, risk management, and change management.
• Establish and maintain project controls standards, processes, systems, and governance frameworks.
• Provide strategic oversight of integrated project schedules aligned with objectives, resource plans, and priorities.
• Lead budgeting, cost forecasting, cash flow planning, and capex reporting.
• Monitor performance against schedules, budgets, and KPIs; lead EVM and variance analysis.
• Oversee change management, including evaluation of schedule, scope, and cost impacts.
• Keep project controls data, reporting, and systems accurate and reliable.
• Develop and present executive-level reports, dashboards, and recommendations to senior leadership.
• Partner with Engineering, Construction, Procurement, Operations, and Finance to support execution and decision-making.
• Coach and develop project controls personnel and drive process improvements.

Our client is bringing a past-producing operation back to life. The site has spent the last few years on exploration and technical studies, and it's now moving into the planning and execution work that a potential restart demands. Capital, sustaining, and infrastructure projects are lining up, and they need real discipline behind them.

That's where you come in. As Project Controls Manager, you'll own every project controls function on site, planning, scheduling, cost management, forecasting, reporting, risk, and change control. You'll set the standards, build the systems, and give senior leadership the information they need to make good decisions at the right time.

You'll work shoulder to shoulder with the Restart Manager, Engineering, Construction, Procurement, Finance, and Operations. And you'll build the project controls capability itself, the people, the processes, and the tools, on a site where that work genuinely shapes the outcome.

What You'll Do

• Project Controls Leadership: Lead all project controls activities across the project portfolio, including planning, scheduling, cost control, forecasting, reporting, risk management, and change management.
• Establish and maintain project controls standards, processes, systems, and governance frameworks.
• Provide strategic oversight of integrated project schedules so they line up with project objectives, resource plans, and operational priorities.
• Cost, Schedule and Forecasting: Lead project budgeting, cost forecasting, cash flow planning, and capital expenditure reporting.
• Monitor project performance against approved schedules, budgets, and key performance indicators.
• Lead earned value management, variance analysis, productivity tracking, and project performance reporting.
• Risk and Change Control; Identify project risks, trends, and performance gaps, then build the mitigation and recovery strategies to address them.
• Oversee project change management, including evaluation and approval of schedule, scope, and cost impacts.
• Keep project controls data, reporting, and management systems accurate, consistent, and reliable.
• Reporting and Partnership: Develop and present executive-level project controls reports, dashboards, and recommendations to senior leadership.
• Partner with Engineering, Construction, Procurement, Operations, and Finance to support execution and decision-making.
• Support contract administration, contractor performance management, and commercial evaluations.
• Team and Continuous Improvement: Lead project controls personnel, contractors, and consultants, including coaching, mentoring, performance management, and professional development.
• Drive improvements to project controls processes, systems, and overall project delivery performance.
• Promote a strong safety culture and keep work aligned with company policies, governance requirements, and regulatory standards.

What You Bring

• Education: Bachelor's degree in Engineering, Construction Management, Mining Engineering, Business Administration, or a related field.
• PMP, CCP, PSP, AACE, or a similar professional certification is an asset.
