Job description

Location: Edina, MN or Duluth, MN (Hybrid)

Duration: 12+ months contract

Department / Team

The Project Controls team currently consists of 8 professionals — 4 Cost Controllers and 4 Schedulers — with plans to expand to 10. This Cost Controller will work closely with a Project Scheduler who is also joining the team.

The Cost Controller and Scheduler will partner with the Project Manager and key project stakeholders to provide comprehensive cost and schedule oversight throughout the project lifecycle.

The team will support the recently approved $600M Valley Crossing Pipeline Expansion Project in Texas. The project has received Board approval and is moving toward execution, creating an immediate need to onboard an experienced Cost Controller.

About the Role

The Cost Controller will be responsible for managing and overseeing cost control activities for the Valley Crossing Pipeline Expansion, a major $600M capital project.

This position will monitor overall project financial performance, develop and maintain budgets and forecasts, analyze cost and schedule variances, track expenditures and changes, and provide accurate cost and performance reporting to project stakeholders and senior leadership.

The ideal candidate will have strong Oil & Gas experience, preferably supporting natural gas, pipeline, or other midstream capital projects.

Key Responsibilities

• Monitor, control, and report on project costs throughout the project lifecycle.
• Develop and maintain project budgets, forecasts, and cost baselines in collaboration with project stakeholders.
• Perform detailed cost and variance analysis and identify trends, risks, and potential impacts to project performance.
• Track project expenditures, commitments, invoices, and other financial transactions.
• Maintain accurate project cost forecasts and provide regular updates on projected final costs.
• Support the project change management process, including tracking and assessing cost impacts associated with scope and schedule changes.
• Perform Earned Value Management (EVM) analysis and reporting as required.
• Prepare and present cost, forecast, variance, and overall project performance reports for project teams and senior leadership.
• Partner closely with the Project Manager, Project Scheduler, engineering teams, contractors, and other stakeholders to ensure alignment between cost, schedule, and project execution.
• Identify cost risks and opportunities and provide recommendations to support effective project decision-making.
• Participate in project meetings, site visits, and other project activities as needed.

Required Qualifications

• Strong experience in project cost control supporting large-scale capital projects.
• Proven experience with:
• Cost forecasting and reporting
• Project budget development and maintenance
• Cost and variance analysis
• Earned Value Management (EVM)
• Change management and cost impact assessment
• Invoice, expenditure, and commitment tracking
• Experience working closely with Project Managers, Schedulers, contractors, and cross-functional stakeholder groups.
• Strong analytical, organizational, and communication skills.
• Experience supporting complex, multi-disciplinary capital projects.

Preferred Qualifications

• Oil & Gas industry experience strongly preferred, particularly natural gas, pipeline, or midstream projects.
• Experience supporting major pipeline or energy infrastructure projects.
• Experience with Oracle Cloud for project cost tracking and financial management.
• Experience with EcoSys for integrated cost and schedule management.
• Experience with large-scale capital project execution and change control processes.
