The Project Construction Specialist provides expertise for the development of interference relocation packages, construction work processes, methods, specifications, documents and field support on construction projects. The position will encompass all Construction disciplines. The Project Specialist maintains direct lines of communication with all company organizations to ensure projects are completed safely and consistent with environmental regulations. The incumbent coordinates the activities of the department to ensure projects are on schedule and under budget to support the department, and user departments priorities.

Required Education/Experience

• Bachelor's Degree and 7 years of full-time relevant Construction experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, and remediation. or
• Associate's Degree and 9 years of full-time relevant Construction experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, and remediation. or
• High School Diploma/GED and 11 years of full-time relevant Construction experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, and remediation.

Preferred Education/Experience

• Bachelor's Degree in Engineering or Construction Management.

Relevant Work Experience

• Extensive knowledge, strong background and subject matter expertise in Construction Management. Required
• Excellent organizational, interpersonal and communication skills (verbal and written). Required
• Experience in the review and implementation of contract specifications, drawings, scheduling, and planning. Required
• Experience and working knowledge of construction specifications and procedures. Required
• Experience and working knowledge in dealing with NYSDOT, NYCDDC, DEP EDC, Parks, and NYC Transit Authority engineering and construction organizations. Required
• Experience in developing negotiation strategies. Required
• Knowledge of Capital and O&M budget procedures and estimating methods. Required
• Microsoft Office applications experience. Required
• Experience in the relocation and maintenance and protection of Con Edison systems to direct or indirect interference. Preferred
• Understanding the Contractor Control System (COMPASS), other payment systems (Oracle) and associated pricing methodologies (NYC Schedule-U, Joint Bidding, Gas Cost Sharing). Preferred
• Working knowledge of the electric underground and overheads systems, gas steam facility systems, and the associated municipal underground infrastructure. Preferred
• Supervisor or Manager experience. Preferred

Physical Demands

• Ability to respond to system emergencies
• Able to work in all weather conditions, i.e. excessive heat and/or cold
• Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
• Stand, walk, and climb ladders and stairs for the duration of the workday
• Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
• Ability to travel to company locations to work on storm restoration and heat contingencies
• Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
• Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

Additional Physical Demands

• The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
