Job summary

Oak Ridge National Laboratory (ORNL) seeks a Project and Planning Specialist to implement four new Centers of Excellence funded by the DOE Industrial Technology Office. This role sits in the Manufacturing Program Office, within the Manufacturing Sciences Division.

The ideal candidate has a BS in business or scientific field and at least 10 years of relevant, fast-paced multi-project experience. You will coordinate center activities, track milestones, and oversee financial reporting and sponsor

  • Tracking and reporting of remaining DOE requirements for future authorizations of new centers.
  • Establishing and maintaining annual use logs for access, reporting, and future use.
  • Coordinating report input from other partner National Laboratories, and key partners/users.
  • Milestone tracking for Center and Program Management.
  • Providing financial oversight for center operations and all necessary financial reporting.
  • Providing support to center directors in partnering support, ie requesting SPPs, CRADAs, or JFAs or other enabling agreements as needed.
  • Work alongside other Program Office team members for general assistance with as needed activities, such as new funding opportunities.

Overview

We are seeking a Project and Planning Specialist who will focus on the implementation of four new technical research Centers of Excellence funded by the DOE Industrial Technology Office. This position resides in the Manufacturing Program Office in the Manufacturing Sciences Division, Energy Science and Technology Directorate at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities

Basic Qualifications


  • A BS in business or scientific field.

  • A minimum of 10 years of relevant experience.

  • Successful experience in a fast-paced multi-project environment.


Preferred Qualifications


  • Ability to prioritize and meet deadlines, ability to work both independently and within teams of both researchers and support staff, and a high aptitude for solving problems and developing and implementing solutions.

  • Firm grasp of standard business computer software.

  • Ability to work with a variety of DOE sponsors and professional scientific staff on a wide variety of complex proposals and reports.

  • Familiarity with Agency specific business lines and sponsor requirements.

  • Ability to thrive in a fast-paced, deadline driven environment.

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.


Special Requirements


  • Security, Credentialing, and Eligibility Requirements: For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.


To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.


For Foreign National Candidates

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
