Job Title: Project and Data Evaluation Manager

City Research Scientist Level III – Salary: $109,330 – $124,935

PROGRAM OVERVIEW

The Office of School Health (OSH) is a joint Program of the Department of Education and the Department of Health and Mental Hygiene. OSH serves approximately 1.2 million students in about 1,800 public and non‑public schools in New York City, maintaining health records and collecting vital wellness information through the Automated Student Health Record System.

OSH serves nearly 2,000 employees across programs such as Nursing, Vision, Medical, Mental Health, Adolescent Health, Oral Health, Operations, and the Management Information System (MIS) program. The MIS program supports clinical and operational systems for school‑aged students and primary health data, and coordinates clinical initiatives. The PDEM works closely with the MIS Development team and various school health programs—vision screening, oral health, medical, and nursing—to evaluate system effectiveness and data quality.

POSITION OVERVIEW

Under the direction of the MIS Director, the Project and Data Evaluation Manager (PDEM) evaluates clinical system models, analyzes data, and collaborates with developers to create new systems or enhance existing ones. The role involves research and analysis to improve data models, conduct post‑production assessments, and ensure that systems meet program needs and standards.

The PDEM supports the Research and Analytics program, collaborates with DOE on special education initiatives, and participates in data initiatives to receive health data from external organizations.

RESPONSIBILITIES
  • Review, update, and implement evaluation plans for health systems and supporting auxiliary systems.
  • Explain and communicate system requirements to program staff and advocate for consistent, correct application of health systems.
  • Review data models to ensure alignment with program needs.
  • Develop and oversee evaluation plans; assist the development unit in implementing effective data collection, monitoring, and reporting systems.
  • Test systems to evaluate accuracy and effectivity.
  • Coordinate data collection for downstream program staff and communicate data management issues upstream.
  • Generate specifications, process diagrams, and system diagrams.
  • Analyze and interpret data and statistics using advanced statistical procedures as required.
  • Quickly synthesize and summarize information on systems to monitor performance and effectiveness.
  • Demonstrate program efficacy and accountability, identifying best program practices.
  • Conduct research and analysis to evaluate processes and recommend improvements.
  • Conduct analysis to identify system deficiencies.
  • Work with various programs to improve student health data quality and suggest new enforcement and monitoring processes as needed.
  • Serve as a key member to improve clinical systems in production, including process improvement and staff training to enhance performance and data quality.
  • Coordinate the reporting of all necessary measures for additional evaluation projects.
  • Collaborate with the DBA to develop a reporting platform using PowerBI or SSRS.
  • Manage/supervise CRS Level II on data analysis and data audit for nursing coverage.
  • Manage deployment of clinical systems, including documentation, communication, user acceptance, and product improvement.
  • Manage data evaluation of clinical systems for quality assurance and effectiveness.
QUALIFICATIONS
  • Doctorate in a physical, biological, environmental, or social science with at least 2 years of full‑time related research/evaluation experience in a supervisory, administrative, or research capacity; OR
  • Master’s degree in a physical, biological, environmental, or social science with a minimum of 3 years of full‑time related research experience.
PREFERRED SKILLS
  • A minimum of 3 years of experience in program evaluation development and management; at least 2 years in the health field.
  • Advanced quantitative and qualitative analytic skills.
  • Strong writing, data analysis, and statistical skills with the ability to manipulate and analyze large complex datasets using SAS, SQL, or Python.
  • Experience with web‑based clinical systems.
  • Experience with SQL Server Database Management System.
