Job summary

ICF is seeking a Project Analyst, SETA Level 2 to support science and engineering innovation programs at the National Science Foundation (NSF). This role includes broad programmatic tasks, data analysis, and leadership of project activities within a hybrid work model from Alexandria, VA.

Qualifications include BS/BA, 10+ years in R&D/project management, and US citizenship with a security clearance. Proficiency in Microsoft Office and data analytics is required; advanced degrees and AI expertise

Qualifications

  • BS/BA degree or equivalent education and/or experience.
  • Minimum of 10 years of research and development expertise, managing research projects, and project management experience.
  • US government issued high level security clearance.
  • US citizenship is required due to contract requirements.
  • High proficiency using Microsoft Office tools.
  • Advanced degrees (Master's or PhD) are strongly preferred.
  • Strong AI, emerging technology, and/or national security policy expertise.
  • Proficiency with project management tools, system development and mapping tools, and data analytic tools and processes.
  • Knowledge of transition to practice processes, including commercialization strategies.
  • Experience working in the innovation ecosystem, including high-growth technology enterprises, and with a federal government funding research agency in a SETA role.
  • Preferred familiarity with NSF's partnerships landscape study.
  • Ability to demonstrate technical skills and experience in managing research projects, data analysis and visualization, survey implementation, project strategy and management.
  • Proficiency in interpreting and executing industry-standard project management tools, technical note capture and reporting, and administrative duties such as scheduling meetings and coordinating deliverable feedback.
  • Experience supporting and interacting with Senior Leadership

Responsibilities

  • Support a wide range of technology, research and development, and programmatic tasks.
  • Provide technical and program support to program directors managing an R&D portfolio of awardees.
  • Assist with management of awardees, milestone capture, and development of program briefings and technical reports for NSF leadership and interagency partners.
  • Coordinate and participate in technical and programmatic discussions with government, industry, and other stakeholders to initiate new partnerships and program concepts.
  • Coordinate and support technical meetings and conferences.
  • Provide high-level systems engineering and programmatic expertise to support the full life cycle of process and system improvement for current, expanding, and new TIP programs.
  • Conduct data analysis to draw valuable insights for programmatic decisions and improve communication.
  • Ensure a positive user experience for various programs.
  • As needed, serve as a team lead, managing the implementation of tasks and team member management.

Job description

ICF is seeking a Project Analyst, SETA Level 2 to support science and engineering innovation programs at the National Science Foundation (NSF). Work Location: This position has a hybrid work schedule with some telework days and is based in Alexandria, VA.

What you will do:

The pay range for this position based on full-time employment is:
