The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Information Technology and Research (IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As a Project Analyst, you will provide research, statistical analysis, and technical support to the department and program areas. This includes selecting, applying, and interpreting complex statistical techniques, designing computerized models, and analyzing and presenting the results in narrative and/or graphic form. You will also serve as project analyst on research studies for one or more DCBS Divisions and be responsible for designing, implementing and evaluating research methodologies and applying analytical techniques and concepts to research studies, and statistical and fiscal projects.

Here’s what you need to qualify:
Minimum Qualifications:
A bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports
Requested Skills:
High level of knowledge of statistical principles and procedures, including methods of collecting data and preparing research reports
Demonstrated ability to gather, compile, and analyze research data and to present reports and summaries in tabular, graphic, and pictorial form
Demonstrated ability to speak to, and write effectively for, a variety of audiences
Skill in using computer software (e.g. SAS, Excel, R) for producing complex management and ad hoc statistical reports quickly and accurately, and for mathematical modeling
Skill in use of database query and reporting tools, and general knowledge of computer database design principles
General knowledge of survey design, implementation, and reporting
Ability to train and guide lower-level analysts in various research activities
Ability to communicate technical concepts to a non-technical audience
Ability to work independently and as part of a team

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
