Description Job Overview
The Senior Applications Programmer serves as a technical lead responsible for the configuration, integration, support, and continuous improvement of the District's enterprise business applications. This position partners with business stakeholders to analyze requirements, implement solutions, develop system integrations, automate business processes, support reporting and data analytics, and ensure the reliability, security, and effectiveness of mission-critical systems. The position leverages cloud technologies, automation, and emerging technologies, including artificial intelligence, to improve operational efficiency and support the District's strategic goals. The Senior Applications Programmer provides advanced technical expertise, project leadership, and strategic guidance to support operational excellence and digital transformation initiatives.

Position Description

Essential Duties and Responsibilities
Technology Collaboration & Support

• Serve as a representative of FBISD and the Information Technology Division, displaying courtesy, tact, consideration, and careful judgment in all interactions with members of the FBISD community and the public
• Influence the development and modification of other systems by blending close working relationships with end-users and exhibiting a comprehensive understanding of technology
• Manage escalations; act as an escalation point for technical application issues pursued within the team
• Foster a collaborative and inclusive team environment by encouraging open communication and actively soliciting input from all team members
• Stay current on emerging technologies, industry trends, best practices, and innovations relevant to K-12 education and enterprise application management
• Promote continuous improvement by identifying areas for process optimization and facilitating knowledge sharing among staff

Enterprise Application Administration & Support

• Monitor system performance, data quality, and application reliability, implementing corrective actions and continuous improvement initiatives as needed
• Analyze, construct, document, and implement software modifications and enhancements for various applications based on assignments given
• Gather user requirements and develop, support, and maintain interfaces and extracts between systems and applications
• Develop and maintain technical, operational, and user-facing documentation related to supported systems, integrations, and business processes
• Ensure applications, integrations, and data processes comply with district cybersecurity standards, FERPA requirements, data governance practices, and applicable state and federal regulations
• Collaborate with software vendors, consultants, and internal stakeholders to evaluate, implement, and support technology solutions

Systems Integration, Reporting & Data Management

• Develop and support database solutions, data models, queries, stored procedures, and data integrations using Microsoft SQL Server and related technologies
• Develop and maintain new reports and queries as required using SQL Server, Crystal Reports, Power BI, and MS Excel Pivot Tables
• Create, maintain, and support operational reports, dashboards, data visualizations, and analytics solutions using modern reporting and business intelligence tools

Project Management & Implementation

• Establish clear goals and expectations for project teams, ensuring alignment with organizational objectives
• Lead and support application implementation, upgrade, migration, and enhancement projects, including planning, testing, deployment, training, and post-implementation support
• Coordinate and manage multiple projects, priorities, and deadlines while maintaining a high level of customer service and professionalism
• Provide technical leadership, mentoring, knowledge transfer, and guidance to staff, project teams, and stakeholders

• Bachelor's degree in Computer Science, or a related field from an accredited college or university
• A minimum of 7 years of relevant experience may be considered in lieu of degree
• Minimum of 5 years experience supporting and developing enterprise applications in complex environments, including application administration, software development, system integrations, database technologies, reporting solutions, and process automation
• Minimum of 5 years experience supporting application implementations, upgrades, and enhancement projects; collaborating with business stakeholders to gather requirements; and supporting mission-critical business systems required
• Minimum of 5 years experience in K-12 education, public sector, or similarly complex organizations preferred
• Knowledge of modern application architectures, cloud-based solutions, APIs, web services, authentication technologies, and emerging technology trends
• Strong analytical, problem-solving, troubleshooting, and root-cause analysis skills with the ability to resolve complex technical issues
• Excellent project management, organizational, and time management skills with the ability to manage multiple priorities and deadlines simultaneously
• Ability to communicate complex technical concepts effectively to technical and non-technical stakeholders through written, verbal, and presentation-based communication
• Ability to work independently, exercise sound judgment, maintain a high level of customer service, and adapt to changing technologies and business requirements
• Proficiency with data analysis, reporting, spreadsheet, and business intelligence tools
• Knowledge of enterprise business applications and administrative systems supporting finance, human resources, payroll, transportation, facilities, child nutrition, and related business operations
• Team player who possesses a strong work ethic and a professional demeanor
• Knowledge of cloud technologies, automation platforms, artificial intelligence (AI), low-code/no-code solutions, APIs, and modern enterprise application technologies
