General Description and Classification Standards

Designs, develops, modifies, debugs, and evaluates programs for functional areas, including but not limited to finance, human resources, purchasing, various City departments, etc. This position is responsible for developing GIS web applications in JavaScript and C##, updating existing departmental applications, and processing spatial GIS databases. They design, develop, modify, debug, and evaluate programs for various functional areas across city departments. This role involves working with vendors to upgrade applications, creating SOP documents, and developing reports as per departmental requests. Additionally, they train and evaluate subordinates, ensure the accuracy of monthly processes and reports, troubleshoot application issues, and ensure the availability of reporting applications and servers. This position requires a fully seasoned professional capable of independently managing assigned functions or programs, implementing application upgrades, troubleshooting issues, and providing user training and support. This level would be attainable by multiple incumbents in a work group (not necessarily by all), but would not be an "automatic" promotional level.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties and Responsibilities

  • Analyzes existing programs or formulaic logic for new systems, devises logic procedures, prepares flow-charting, performs coding, and tests/debugs programs.
  • Develops conversion and system implementation plans.
  • Prepares and obtains approval of system and programming documentation.
  • Recommends changes in development, maintenance, and system standards.
  • May train users in conversion and implementation of system.
  • Selects from multiple procedures and methods to accomplish tasks.
  • Applies organizational policies; may interpret organizational policies and recommend exceptions.
  • Establishes work methods, timetables, performance standards, etc.
  • Routinely provides work group leadership, guidance, and/or training to less experienced staff.
  • May act as team lead on large projects.
  • Ensures the availability of Application/Server.
  • Creates and runs Monthly Reports.
  • Creates and runs Adhoc Reports as requested by department needs.
  • Works with vendors to upgrade applications and resolves application issues.
  • Is available for urgent requests after hours.
  • Runs monthly processes to ensure reporting data is accurate.
  • Works with departments to develop and create reports per request.
  • Creates SOP documents.
  • Performs performance evaluations for employees.
  • Creates new application accounts for users.
  • Assigns security to users.
  • Resets application user passwords.
  • Trains users on applications.
  • Programs in JavaScript/C##.
  • Processes spatial data.
  • Updates user's ArcGIS software.
  • May perform other duties as assigned.

Work Schedule

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.

Qualifications
Minimum Qualifications

Education and Experience - Bachelor's degree in information systems, computer science, or a related area (equivalent professional experience may be considered for substitution for the required degree on an exception basis). Five (5) years of professional experience in information systems analysis with some project leadership.

Licensures and Certifications - None required.

Preferred Requirements - Master's degree in above disciplines (equivalent professional experience may be considered for substitution for the master's degree on an exception basis) and five (5) to eight (8) years of highly relevant experience.
