Job Description
Programmer Analyst 6 - Configuration Specialist and Build Administrator
The Programmer Analyst 6 will serve as a contract resource for the State of Michigan, Department of Technology, Management and Budget (DTMB), in a staff augmentation capacity. The specialist will be responsible for managing and enhancing Application Build and Release processes, including implementing automation to support continuous integration and continuous delivery (CI/CD) for testing activities aligned with the agency’s goals and mission. This position has responsibilities for all phases of the Application Build process for applications Bridges and MiSACWIS.
Position Summary
- Manage source code control processes, including defining and enforcingstandards, software baselining and versioning, and performing problem analysis,resolution, reporting, and tracking. Build automation is a core requirement ofthis position.
- Serve as the technical advisor andprimary DTMB–DHHS liaison when engaging with vendors and their technical teams.
- Act as the technical expert onperformance-related issues for all systems utilizing Build Automation,Configuration Management, and Version Management tools.
- Deploy new releases of application build,configuration, and version management software.
- Provide guidance and recommendations tosystems development staff on project administration and project management forapplications leveraging Build Automation, Configuration Management, and Version Management products.
- Design and script automation workflows tosupport efficient and reliable build and release operations.
- Monitor and optimize build pipelineperformance to reduce build times, increase reliability, and improve developerproductivity
- Conduct root-cause analysis on build anddeployment failures, implementing preventative measures and long ‑ term corrective actions
Required Skills
- 10+ years of experience being primarily responsible for higher ‑ environment build automation, auditing, and administration ofsoftware configuration and version ‑ management processes
- 10+ years of experience researching, evaluating, and recommending applicationsoftware products related to configuration and version ‑ management processes.
- 10+ years of experience deploying new releases of application, configuration,and version ‑ managementsoftware.
- 10+ years of experience providing guidance and recommendations to systemsdevelopment staff regarding project administration and project management forapplications using Build Automation, Configuration Management, and VersionManagement tools.

- Experience enhancing automated buildprocesses for Bridges and MiSACWIS.

- Create and update process documentation as needed for SACWIS (ADO) andBridges build processes.
- Perform build and deployment activitiesacross multiple Bridges environments, including modifying tasks and variablesat both build and deployment stages to support progression through establishedprocesses.
- Serve as ADO (Azure DevOps) Administratorfor SACWIS builds and deployments, including creating and managing new branchesfor each development stage within both Release and Sandbox environments.
- Assess ADO and build ‑ process issues to determine what can be resolved internally and whatrequires external support, recognizing that many processes involve servers withlimited access while others provide sufficient access for maintenance andproblem resolution.
Experience with configuration management tools (e.g., ClearCase, ClearQuest,Git/Bitbucket, Bamboo, Jenkins, Azure DevOps)
