Job summary

The project VVESTS modernization involves migrating from PL/SQL Web Toolkit to Oracle APEX, with emphasis on secure handling of PII/PHI and HIPAA compliance; you'll work with JavaScript, SQL/PLSQL, and Oracle

Qualifications

• Experience with Oracle databases (11g/18c/19c) required.
• Strong SQL and PL/SQL development experience.
• Proficiency in JavaScript and jQuery.
• Experience with Oracle APEX.
• RESTful and SOAP web services experience desirable.

Responsibilities

• Support data modernization of vital statistics and vital records systems.

Works as part of our client's Office of Information Management (OIM) team to plan, coordinate, develop, and implement data modernization initiatives for vital statistics and vital records projects.

Complete Description

Our client's Vital Events and Screening Tracking System (VVESTS) is currently a PL/SQL Web Toolkit application running on the mod_plsql gateway. This technology is outdated. All VVESTS modules capture and process highly sensitive Personally Identifiable Information (PII) and Protected Health Information (PHI), making web application security a top priority. The modernization effort requires the use of the latest web technologies, JavaScript/jQuery frameworks, templates, and CSS standards to address security vulnerabilities and ensure strict compliance with HIPAA regulations.
VVESTS is a mission-critical system that supports applications such as the Birth Registry, Death Registry (EDRS), and Screening Registry. The system integrates with multiple state agencies as well as several federal agencies and exchanges data with the state's Immunization Information System.
The project involves migrating all PL/SQL Web Toolkit modules and pages to Oracle Application Express (APEX), Oracle's low-code development platform for building secure, scalable enterprise applications.
The primary focus of this role will be supporting the data modernization of vital statistics and vital records systems.
