Job Overview
A Programmer in Administration Technology Services (ATS) provides high‑level technical design, development, and support for a diverse portfolio of administrative systems. The role ensures secure, high‑quality software solutions that align with business needs and comply with industry best practices.
Responsibilities
- Development and full lifecycle management of applications for Delivery Services, Parking & Transportation, Telecommunications, and ATS Custom Solutions such as Central Billing.
- Apply a security‑by‑design approach and follow NIST SSDF and CSF guidelines to secure development processes.
- Participate in SDLC phases, ITIL practices, and tool reviews to maintain governance, compliance, and best practices.
- Provide technical leadership, run code reviews, documentation, testing, and release activities.
- Communicate complex technical policies and security requirements to stakeholders.
- Collaborate in a team‑based environment without management or direct supervision responsibilities.
- Identify and resolve technical issues in real‑time and maintain system documentation.
Minimum Qualifications
- Bachelor’s degree in Computer Science or related field (or equivalent experience).
- 1–3 years of experience in software development according to technical specifications, compliance, and automation of processes between systems.
- Knowledge of SDLC, ITIL principles, API development (SFTP, REST), SQL, C++, C#, .NET, MVC, XHTML, CSS, XML.
- Experience with software version control, security best practices, and documentation of technical specifications.
- Ability to design, analyze, and modify databases, dashboards, and reports.
- Strong communication skills for explaining technical concepts to non‑technical personnel.
- Background‑check eligible and willing to pass.
- Ability to create, maintain and reference department documentation.
Preferred Qualifications
- 3–5 years of professional experience meeting all position requirements.
- 1–3 years of supervisory experience including coaching and performance assessment.
- Experience using ITIL practices in a ticketing environment.
- Familiarity with financial systems (Double‑Book Accounting, Workday), logistics (Mail & Shipping), telecommunications call accounting, and parking management.
