Overview

The Use Value Appraisal (UVA) Program supports the sustainable management of over 2,000,000 acres of privately owned forestland in Vermont. These lands provide essential benefits, including clean water, wildlife habitat, recreational opportunities, and forest products, while ensuring fair and equitable taxation for undeveloped land.

More than 16,000 landowners, over 150 consulting foresters, and most towns across the state rely on the effective delivery of this program. The UVA Program is currently undergoing significant modernization, including the implementation of new technology and a comprehensive overhaul of program processes.

Each enrollment in the program requires substantial administrative coordination, including record management, communication with landowners, and fieldwork to confirm eligibility and support sustainable forest management. This position will play a key role in supporting county foresters by assisting with administrative responsibilities. Tasks include verifying that submissions meet program requirements, corresponding with landowners and consulting foresters regarding approvals or requests for additional information, contributing to system improvements, entering and managing data, and coordinating processes across multiple program areas.

The ideal candidate will bring strong organizational skills, attention to detail, and the ability to manage complex workflows. Effective written and verbal communication skills are essential, particularly when interacting with landowners and professionals. Familiarity with databases, comfort with learning new digital tools, and an ability to work both independently and collaboratively are important. A background or interest in forestry, natural resources, or public administration is helpful but not required.

This is a limited-service position capped at 1,280 hours per calendar year. The department will establish a consistent work schedule and conduct regular check-ins to support the employee and ensure compliance with the hour limit. While the duty station is in Springfield, there may be flexibility for remote work depending on program needs and candidate preferences.
