Job summary

Index Analytics LLC, a Baltimore-area health consulting partner for federal programs, seeks a Program Technical Lead to steer software delivery and architecture across presentation, API, and data layers. The role blends leadership with hands-on guidance to deliver secure, scalable applications.

You’ll mentor developers, translate complex business needs into concrete architecture, and align technical choices with federal client requirements, while collaborating across DevSecOps and QA teams.

Qualifications

Bachelor’s degree in computer science, engineering, information systems, or related technical discipline or equivalent experience.
10+ years of software development, systems design, delivery, or solution architecture experience.
Experience leading or providing technical direction to software delivery teams.

Responsibilities

Lead technical execution of software delivery workstreams with PMs, product owners, BNAs, developers, QA, architects, and DevSecOps.
Provide day-to-day technical direction to developers and ensure delivery commitments.
Translate business needs into actionable design and implementation guidance.
Define architecture decisions, design patterns, and implementation standards.
Ensure secure, scalable, maintainable, and compliant solutions for federal clients.
Review designs and documentation for quality and consistency.
Mentor engineers on architecture, coding standards, and API design.
Support automated testing, CI/CD, IaC, security, release readiness.
