Position Summary

ATC is in a period of programmatic transition. The Program Supervisor will lead development and build-out of a community-led, rights-based “serve the people” framework and its programs, in partnership with young people, staff, the Deputy Director, and community organizations. This work will build on the strongest elements of ATC’s historic and current direct services—unconditional relationship-building, outreach, on-the-spot, one-to-one support—and extend them to advance youth leadership, collective care, and community power.

The role will translate this framework into program structures, staff practice, partnerships, and learning systems linking immediate needs to voluntary membership, political education, collective problem-solving, advocacy, and organizing for transitional-age youth’s rights and priorities. The relationship practice will draw on Intentional Peer Support (IPS), emphasizing connection, attention to each person’s worldview, mutuality and co-learning, and movement toward what young people want. Young people are members and knowledge-holders; counselors are supported as counselor-organizers. Participation is always voluntary and never a condition of support.

The Program Supervisor will assess priorities and capacity, build an implementation plan, and develop programs and infrastructure in phases. They will oversee and strengthen existing services throughout the transition, preserving continuity, quality, and accountability as ATC builds what comes next.

Key Responsibilities
Program strategy and development
  • Lead a participatory assessment of ATC’s current programs, youth priorities, unmet needs, staff capacity, partnerships, funding, and operational requirements; use the findings to recommend a phased program plan.
  • Oversee and strengthen outreach and supportive services, maintaining accessible, relationship-based, no-judgment support without arbitrary time limits or eligibility barriers.
  • Develop a coherent program structure that links immediate support with voluntary membership, intentional peer support, leadership development, political education, advocacy, and community organizing.
  • Design and test new program areas in response to youth-defined priorities and available resources. Potential areas for assessment may include youth-led member gatherings and advisory structures; popular political education; peer navigation and leadership development; mutual aid or community survival initiatives; and collective campaigns to advance youth rights.
  • Develop program plans, scopes, staffing models, budgets, partnerships, timelines, and measures of success before recommending new commitments. Present options and resource implications to the Deputy Director and relevant decision-makers.
  • Development program practices that identify practical opportunities to advance community rights and community control while supporting shared decision-making and collective care.
Community-led service and organizing
  • Lead and coach a team of counselor-organizers who integrate immediate support with relationship-building, member development, popular education, and voluntary pathways into collective action.
  • Build a culture in which young people are recognized as members and knowledge-holders, and have accessible ways to shape program priorities, activities, and evaluation.
  • Develop transparent, youth-accessible processes for member input and shared decisions, with attention to safety, confidentiality, disability access, language access, power differences, and accountability.
  • Support youth-led identification of shared concerns and opportunities to advance rights, influence public and institutional decisions, and strengthen community self-determination.
  • Build community partnerships that complement youth leadership and expand access to housing, health care, education, employment, legal support, food, and other resources; establish clear agreements about roles, referrals, data, and accountability.
Staff leadership and development
  • Supervise, coach, and develop program staff, including counselor-organizers; set clear expectations, support reflective practice, and build skills in Intentional Peer Support (IPS), popular education, facilitation, organizing, harm reduction, and community accountability.
  • Lead program hiring, onboarding, retention, and performance management in partnership with organizational leadership and human resources support.
  • Create regular structures for staff supervision, team learning, case consultation, program reflection, and shared planning while maintaining appropriate confidentiality and role boundaries.
  • Support staff well-being and sustainable workloads in emotionally demanding frontline work; identify staffing, training, and safety needs and elevate resource gaps.
  • Model collaborative leadership, clear communication, constructive feedback, and accountability across teams.
Operations, learning, and accountability
  • Oversee program operations, internal workflows, cross-functional coordination, and service quality; establish clear processes that support consistent and accessible practice.
  • Develop program budgets with finance and organizational leadership, monitor spending, and identify the staffing, training, facilities, and partnership resources needed for approved work.
  • Maintain appropriate data practices and systems for tracking service access, participant-defined outcomes, program learning, and organizational obligations while protecting privacy and minimizing unnecessary data collection.
  • Establish a learning and evaluation approach that combines useful quantitative information with youth and staff reflection; use findings to adapt programs and communicate limitations honestly.
  • Coordinate program reporting and contribute program information to grant proposals, funder reports, donor communications, and external materials. Fundraising and development support will be in partnership with the staff or consultants responsible for development and will not replace the Program Supervisor’s primary program leadership responsibilities.
  • Represent ATC in relevant coalitions and partnerships and communicate program priorities and community-informed recommendations to external stakeholders as authorized.
Organizational leadership
  • Participate in organizational strategy, planning, and decision-making as a member of ATC’s leadership team; act as a thought partner and carry delegated decisions within the authority established by organizational leadership.
  • Coordinate across programs, operations, finance, and development to align plans, staffing, budgets, and external commitments.
  • Help maintain policies and practices that support ATC’s mission, legal and contractual obligations, staff well-being, and accountability to young people.
Benefits:
  • Dental insurance
  • Health insurance
  • Paid time off
  • Vision insurance
  • Wellness program
Required Qualifications
  • At least seven years of relevant experience in nonprofit, community-based, youth-serving, organizing, or related work, including increasing responsibility for programs or teams.
  • Demonstrated experience supervising and developing staff, supporting frontline teams, and building clear, sustainable program operations.
  • Experience designing, improving, or launching programs, including assessing community priorities, developing implementation plans, coordinating partnerships, and aligning work with available resources.
  • Strong relationship-building, facilitation, communication, and conflict-navigation skills; ability to work collaboratively with young people, staff, and community partners.
  • Knowledge of direct service, case management, outreach, harm reduction, housing instability, or other relevant supports for young people marginalized by poverty and systemic exclusion.
  • Commitment to community-led practice, racial and gender justice, disability justice, and the dignity and self-determination of young people.
  • Ability to work in person in San Francisco and participate in some evening or weekend activities as program needs require.

  • Experience connecting direct service or community-based support with membership leadership development, popular education, advocacy, or organizing.
