The VR Personnel Operations Supervisor (Program Supervisor VI) performs advanced (senior-level) administrative and supervisory program work directing statewide personnel operations, talent lifecycle management, and administrative division support for the Texas Workforce Commission (TWC) Vocational Rehabilitation (VR) Division. Work involves establishing program goals, priorities, and standards; developing and implementing comprehensive division guidelines, operational policies, and standard procedures; coordinating program activities; and monitoring and evaluating overall operational performance to ensure seamless, expedited service delivery across all statewide VR Field Service Delivery areas and State Office Departments. Unlike traditional reactive compliance roles, this supervisor serves as a strategic change agent, continuous-improvement champion, and collaborative leader who unifies a historically decentralized, fragmented regional liaison structure into a centralized, customer-focused operational unit. The primary mandate of this position is to shift the team's operating culture from passive administrative monitoring and transactional paperwork routing to proactive process ownership, innovative problem-solving, and consultative support for VR Management. This position is directly responsible for evaluating legacy workflows to identify redundancies, championing business process re-engineering and automation (replacing staff-dependent triggers with automated, proactive routines), and eliminating administrative inefficiencies. Works in close partnership with division leadership, TWC Central Human Resources, and the Office of General Counsel (OGC) to establish unified, error-free operational pipelines. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative, innovation, and independent judgment.
Knowledge of: Principles, modern concepts, and best practices of public human resources administration, talent acquisition, and workforce management. Local, state, and federal laws, rules, and regulations governing public employment (including ADA, FMLA, FLSA, Title VII, and state personnel directives). Vocational Rehabilitation program operations, counselor career paths, and specialized professional credentialing standards. Business process re-engineering, workflow automation strategies, and continuous quality improvement methodologies. Public administration, workforce planning, supervisory management techniques, and FTE position control.
Lead an operational transition from decentralized, regional workflows to a synchronized statewide service model. Balance strict regulatory and policy compliance with practical, customer-focused support for field operations. Devise innovative solutions to administrative problems and automate manual, staff-dependent tasks. Interpret, evaluate, and communicate complex policies and procedures clearly and concisely to diverse stakeholders. Plan, assign, prioritize, and supervise the work of others in a high-volume, deadline-driven environment. Maintain the highest standards of professional ethics, integrity, confidentiality, and objective judgment.
Duty involves up to 20% travel within the state of Texas.
