Job summary

Macomb County is seeking a Program Supervisor for the Juvenile Justice Center. The role involves supervising and evaluating the effectiveness of behavioral and clinical programs, with responsibility for grant program administration and community collaboration.

Requires a Master’s Degree in a relevant field and at least three years of clinical experience with youth, plus three years of supervision of mental health clinicians. Exempt, full-time position with benefits, driving required.

  • A minimum of three (3) years of clinical experience working directly with residents who present with developmental disabilities, severe emotional disturbances, and other similar issues.
  • A minimum of three (3) years of experience supervising mental health clinicians.

  • Develops, oversees, and maintains the Juvenile Justice Center's behavioral and clinical programs ensuring best practices.
  • Identifies grant opportunities through Federal and State funding resources to provide programs to support the needs of involved youth and families and oversees the implementation and administration of grant programs.
  • Monitors implementation of programs and develops solutions to barriers in implementation of these approaches.
  • Analyzes behavioral trends and provides alternative solutions to address population behavior concerns.
  • Provides crisis intervention and support to individuals served to stabilize situations as needed.
  • Oversees the development of treatment plans, safety plans and behavior management plans.
  • Collaborates with community partners in order to expand and enhance programs by the department.
  • Manages, assigns, directs, and supervises the work activities of assigned staff.
  • Operates an automobile to perform assigned job functions.
  • Performs related duties as assigned.

SALARY: $80,536.93 - $104,167.78

DEPARTMENT: Juvenile Justice Center

FLSA STATUS: Exempt

EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The start time for this position is currently 8:00 a.m.

GENERAL SUMMARY

Under limited direction of the Director, supervises and evaluates the effectiveness of the Juvenile Justice Center programs.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

QUALIFICATIONS
Required Education and Experience
  • Master's Degree from an accredited college or university in Psychology, Social Work, Counseling, or a directly related mental health field
  • A minimum of three (3) years of clinical experience working directly with residents who present with developmental disabilities, severe emotional disturbances, and other similar issues
  • A minimum of three (3) years of experience supervising mental health clinicians
Preferred Education and Experience
  • Previous experience with adolescents
  • Previous experience working in a residential setting
Required Licenses or Certifications
  • One of the following required licenses: Licensed Master Social Worker (LMSW), Limited Licensed Master of Social Work (LLMSW), Licensed Professional Counselor (LPC), or Limited Licensed Professional Counselor (LLPC)
  • Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • the Michigan Mental Health Code and its rules and regulations
  • licensing regulations and other regulatory requirements, including investigation techniques and reporting, as they relate to residential programs and mental health services
  • mental health issues and behavioral problems of delinquent and neglected youth
  • juvenile justice reforms that emphasize residential care
  • current trends and methods in addressing mental health, juvenile justice, delinquency, and at-risk youth
  • residential best practices such as trauma informed and culturally competent, dialectical behavioral therapy and collaborative problem solving
  • community programs and services that may be beneficial for a juvenile justice residential setting and related grant resources
  • methods and procedures for program monitoring and evaluation
  • principles of management
  • training resources and tools

Skill in:

  • Conducting and participating in regular team meetings with clinical and direct care staff
  • Excellent verbal and written and communication skills
  • Report writing and interpretation
  • Computer skills including knowledge of word processing, spreadsheet programs and similar programs

Ability to:

  • Work independently with a high degree of autonomy
  • Make decisions within the framework of the County and Center mission, values, rules, regulations and policies
  • Speak and write in a manner that is professional, clear, and concise with tact and courtesy and creates a positive image for residents and the facility
  • Maintain effective relationships and work cooperatively with staff, residents, community stakeholders and parents of varying status
  • Conduct group meetings and make group presentations
  • Assess residential and staff program effectiveness and research and implement solutions and future program needs
  • Direct, organize and oversee the work of others and provide flexible, creative, and consistent leadership
  • Determine training needs for all levels of staff
