Job summary

State of Missouri is seeking a Program Specialist for the Parent Education program within the Department of Elementary and Secondary Education. The role focuses on oversight of home visiting efforts, data analysis, invoicing, and coordination with partners across state and local agencies.

Qualifications

  • Bachelor’s degree in a related field (early childhood, education, communications, human development, family studies, or related).
  • Four+ years of professional/technical experience in social/human services or elementary/early childhood education.
  • Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

Responsibilities

  • Provide programmatic oversight for a designated number of school districts implementing the parent education home visiting program.
  • Conduct programmatic collection and interpretation of program data to support program performance.
  • Process, approve, and track invoices from assigned parent education home visiting programs.
  • Provide technical assistance, training, and monitoring to assigned programs.
  • Coordinate services with other home visiting programs within other state and local agencies.
  • Maintain familiarity with Parents as Teachers National Center trainings and resources.
  • Collaborate with the Missouri Parent Education Program Support and MOPATA to support home visiting.
  • Coordinate professional development and training through contracted providers.
  • Assist with development, facilitation, and implementation of continuous quality improvement activities.
  • Prepare reports and training materials as needed.
  • Manage multiple assignments in a fast-paced environment with minimal supervision.
  • Communicate effectively, orally and in writing.
  • Establish and maintain relationships with Department staff and other agencies.
  • Demonstrate knowledge of training facilitation and evaluation methods.
  • Operate audio-visual aids and equipment used in presentations.
  • Demonstrate organizational skills and attention to detail.
  • Demonstrate time management skills and ability to meet deadlines.
  • Maintain regular, reliable attendance.

Education

Bachelor’s degree in early childhood, education, communications, human development, family studies, or related area

Minimum Qualifications
  • Bachelor’s degree from an accredited four-year college or university with a major in early childhood, education, communications, human development, family studies, or other related area.
