Qualifications

Responsibilities

  • Review, document, and provide recommendations on security documentation (SOPs, OPSEC plans, Security Test Plans, etc.).
  • Maintain facility folders with accreditation letters, SOP approvals, System Security Plans, and other compliance docs.
  • Maintain personnel folders with PARs, training records, and PIAs.
  • Conduct site inspections and assist during compliance inspections and audits.
  • Develop and administer a SETA program including indoctrinations and briefings.
  • Maintain visitor control and badging systems for various access levels.
  • Perform Top Secret Control duties and inventories of classified material.

We are seeking a highly organized and detail-oriented Program Security Assistant Lead to support comprehensive security operations for classified programs. This position requires an individual capable of managing complex security documentation, conducting compliance activities, and maintaining stringent security protocols across multiple security domains.

Responsibilities
Security Documentation & Compliance
  • Review, document, and provide recommendations on security documentation including Standard Operating Procedures (SOPs), Operations Security (OPSEC) plans, Security Test Plans, Fixed Facility Checklists (FFCs), and related materials
  • Maintain facility folders (electronic and hard copy) containing required documentation: facility accreditation letters, equipment approvals, SOP approvals, System Security Plans, approvals to operate, appointment letters, and other compliance documentation
  • Maintain personnel folders (electronic and hard copy) with required documentation including approved Program Access Requests (PARs), training records, and Program Indoctrination Agreements (PIAs)
Facility Inspections & Site Assistance
  • Provide support for facility Site Assist Visits and compliance inspections
  • Conduct thorough, accurate, and documented self-inspections
  • Review documentation, validate office procedures, and provide assistance during physical inspections
  • Deliver feedback and recommendations to the customer following inspections
Security Inquiries & Investigations
  • Conduct security inquiries and document preliminary inquiry reports with findings and recommendations
  • Evaluate preliminary inquiry reports from field activities and provide independent recommendations to the customer
  • Develop strategies to reduce or eliminate recurring security incidents
Security Education, Training & Awareness (SETA)
  • Develop and or administer a comprehensive SETA program including indoctrinations, briefings, foreign travel briefings, courier briefings, event-driven briefings, and debriefings
  • Ensure all personnel receive appropriate and timely security training
Visitor Control & Badging
  • Maintain visitor control and badging systems supporting Unclassified, Collateral, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) visit requirements
  • Ensure timely preparation, receipt, and processing of visit notifications
  • Verify accurate visitor identification and clearance information using Customer-approved databases
  • Prepare and properly destroy visitor badges as required
  • Escort uncleared visitors in accordance with security protocols
Courier Operations
  • Prepare, maintain, and obtain signature approval for Program Office courier credentials
Top Secret Control Functions
  • Fulfill duties as Top Secret Control Officer (TSCO) and/or Assistant Top Secret Control Officer (ATSCO)
  • Conduct inventories of controlled and accountable classified material
Test & Demonstration Support
  • Provide comprehensive security test support including creation of test plans, test-specific OPSEC plans, transportation plans, destruction plans, test schedules, and security objectives
  • Deliver security support during test and demonstration events
Policy Development & Implementation
  • Assess, develop, and implement security policies and procedures ensuring classified information remains protected at all stages
  • Serve as backup for Document Control Officer (DCO) and/or Security Administrative Assistant (SAA) positions as needed
ADDITIONAL SITE LEAD RESPONSIBILITIES:
Personnel Oversight
  • Provide input to the Contract Program Manager (CPM) on site personnel evaluations regarding conduct and pay requirements
  • Participate in oral discussions concerning site personnel performance
  • Document and maintain records of information supporting evaluations and counseling actions (formal evaluations and counseling records will be developed by the CPM with Site Lead input)
Communication & Coordination
  • Ensure all actions and communications regarding site personnel are properly routed to provide situational awareness and enable appropriate follow-up
  • Maintain current knowledge of corporate policies and rules
  • Keep the CPM informed of all ongoing issues and challenges regarding contractual requirements at assigned sites
Leave & Attendance Management
  • Provide initial concurrence on all Paid Time Off (PTO) and time-off requests submitted by site personnel
  • Ensure all leave requests are routed through the Customer for awareness and concurrence prior to final CPM approval
  • Document and track all work absences for site personnel
  • Coordinate with the CPM and Customer as soon as feasible when site personnel report absences
  • Provide the CPM with updated schedules of core working hours for all contract site personnel and obtain written approval of these schedules
Daily Operations
  • Provide daily oversight of assigned contract site personnel to ensure all required duties are performed in accordance with contractual requirements
Qualifications
Education / Certifications
  • High School Diploma (or equivalent).
  • The CDSE Security Fundamentals Professional Certification (SFPC) must be obtained within Two (2) years after hire and maintained through employment as a Program Security Assistant (PSA).
  • This position requires U.S. citizenship and a final DoD TOP SECRET clearance with SCI eligibility and most recent investigation (SSBI, SBPR, PPR, T5, T5R) completed within the last 6 years.
Experience
  • Four (4) years’ experience in a DoD Security environment (Military, Government Civilian, or DoD contractor). Two (2) years of that experience working in specialized classified environment is desired.
  • Working knowledge of security manuals, directives, and Executive orders to include but not limited to; EO 13526, DoDM 5220.22-M (NISPOM), ICD 705, DoDM 5200.01 (Volumes 1-4), DoDM 5205.07, DoDI 5205.11 and DoDI 8500.01
  • Proficiency in maintaining electronic and physical recordkeeping systems
  • Ability to interpret and apply complex security regulations and policies
  • Experience with security compliance inspections and audits preferred
  • Prior experience in a security support role within classified programs highly desired
Skills & Technology Used
