Background:

The IRC's Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and vulnerable migrants to gain stability and control of their future. RAI serves over 100,000 individuals annually through programs focused on five core outcomes: Health, Safety, Economic Wellbeing, Education, and Power.

Scope of Work:

The Program Officer oversees IRC's Unaccompanied Children's Crisis Assistance Program (UCCAP), a 12-month, privately funded program supporting children and young adults (0-21) who entered the U.S. unaccompanied. The Program Officer is responsible for ensuring project deliverables, supervising Senior Caseworkers, coordinating with the Operations Manager and Data Coordinator, engaging stakeholders, conducting outreach and trainings, and supporting crisis interventions. The role requires proactive work and independence to meet project goals in a dynamic environment.

Major Responsibilities include but are not limited to:

  • Supervise Senior Caseworkers to ensure quality case management services.
  • Monitor service provision, review documentation, and ensure policies are followed.
  • Develop Standard Operating Procedures and workflows.
  • Act as escalation point for complex cases and liaise with child welfare and law enforcement agencies as needed.
  • Ensure onboarding and ongoing training for case managers.
  • Coordinate with Data and Operations teams to track project data and manage the program budget.
  • Monitor indicators and outcomes, providing updates to stakeholders.
  • Build partnerships with internal and external stakeholders.
  • Coordinate referral pipelines and community trainings.
  • Lead community of practice facilitation.
  • Conduct community mapping and develop referral networks.
  • Ensure timely and accurate reporting.
  • Foster teamwork, especially in remote settings.
  • Maintain understanding of trauma-informed and safeguarding principles.
  • Ensure confidentiality of children and cases.
  • Manage a small caseload as needed and perform other duties.

Job Requirements:

  • Master's degree in behavioral sciences, human services, or social services plus at least 1 year supervisory and case management experience, or Bachelor's degree with 3+ years relevant experience.
  • Minimum one year supervisory experience.
  • Fluency in Spanish and English, both written and verbal.
  • Experience with case management for unaccompanied children.
  • Excellent communication skills.
  • Ability to manage complex client situations with safety and protection principles.
  • Experience with data analysis and report writing.
  • Knowledge of community social service systems and referral mapping.
  • Experience working in diverse global contexts.
  • Self-motivated with problem-solving skills and effective time management.
  • Proficiency in MS Office, Teams, Zoom, and other platforms.

Working Environment:

  • Variable hours including evenings and weekends as needed. Private workspace required.
