Qualifications

  • Willingness to travel domestically as needed.

Overview

USCRI manages multiple federally and privately funded refugee services programs across the United States through its network of affiliates and field offices. These programs support refugees and other eligible newcomers with initial resettlement, ongoing services, integration, and self-sufficiency. USCRI and its funders require on-site and remote monitoring of local refugee services against established grant, policy, and compliance standards. The Program Officer – Field Office Programs & Operations supports the Principal Field Office Director in the coordination and oversight of Field Office programs, grants, compliance, reporting, and day-to-day program operations. The position works across federal, state, local, and other funded programs to promote consistent implementation, strong documentation, compliance, and quality service delivery.

Essential Duties And Responsibilities
Program & Operations Support
  • Support the Principal Field Office Director with program planning, implementation, and operational priorities.
  • Coordinate across programs to ensure consistent processes, timelines, and service delivery.
  • Support program staff with implementation questions, emerging issues, and operational needs.
  • Identify opportunities to improve program efficiency and service quality.
Grant & Compliance Support
  • Support implementation and oversight of federal, state, and other grants and contracts.
  • Monitor program requirements, deliverables, reporting deadlines, and documentation.
  • Assist with monitoring activities, file reviews, corrective action plans, and follow-up.
  • Provide technical assistance and training to staff on program requirements and compliance.
Data, Reporting & Financial Coordination
  • Collect, review, and analyze program data for grant reporting, leadership updates, and program planning.
  • Maintain program trackers, reporting tools, templates, and documentation systems.
  • Support budget and financial tracking in coordination with Finance and the Principal Field Office Director.
  • Identify reporting, spending, or compliance issues and elevate them as appropriate.
Program Quality & Technical Assistance
  • Support monitoring and evaluation of program performance, service quality, and client outcomes.
  • Develop and maintain guidance, tools, and training materials.
  • Promote client-centered and consistent service delivery across programs.
  • Share best practices and support continuous program improvement.
Partnership & Other Support
  • Support coordination with HQ departments, government agencies, funders, community partners, and service providers.
  • Assist with grant proposals, continuation applications, and other funding-related activities.
  • Support special projects and other program or operational priorities assigned by the Principal Field Office Director.
Position Requirements
  • Master’s degree from an accredited institution with at least two years of progressive experience in resettlement, humanitarian services, nonprofit program management, or another relevant field; or a Bachelor’s degree with at least three years of progressive, relevant work experience.
  • Experience with grant management, program monitoring, data review, reporting, training, and technical assistance is preferred.
  • Strong writing, analytical, and computer skills, including the ability to prepare clear reports, review data, and communicate findings within required timeframes.
  • Excellent interpersonal and intercultural communication skills, including the ability to work effectively with affiliates, field offices, partners, funders, and internal teams.
  • Strong time-management and organizational skills, with the ability to work independently and collaboratively, manage competing priorities, and meet deadlines in a fast-paced environment.
  • Detail-oriented, with experience tracking, verifying, and documenting program data and compliance information.
  • Proficiency in Microsoft Word, Excel, Access, and database systems; experience using data systems for reporting and quality assurance is preferred.
  • Ability to establish and maintain professional relationships with network agencies, community partners, and other stakeholders.
  • Ability and willingness to travel domestically as needed.
  • Dedication to the rights of refugees, immigrants, asylum seekers, and displaced persons.
