Arizona State Government’s Department of Economic Security seeks a Program Monitor to ensure compliance of developmental disabilities services across Arizona. You will work with subcontracted vendors, review programs, and enforce contract terms to protect vulnerable populations.

Qualifications

• Experience drafting concise technical monitoring/auditing reports.

Responsibilities

What You’ll Do

As a Program Monitor, you will be responsible for:

• On-Site Compliance & Safety Monitoring: Conduct comprehensive statewide field evaluations to Monitor/audit community and residential facilities, program files, and operations against mandatory statutory and health-safety standards.
• Statewide Travel & Field Inspections: Travel extensively across local and statewide service settings to perform on-site program reviews and prospective vendor readiness evaluations.
• Compliance Reporting & Remediation Planning: Synthesize complex data to author formal technical monitoring/auditing reports and make referrals for mandatory Corrective Action Plan (CAP) requests for systemic non-compliance.
• Corrective Action Follow-Up & Verification: Execute targeted follow-up inspections to monitor/audit provider remediation progress and verify full implementation of required CAPs.
• Technical Assistance & Stakeholder Training: Deliver structured technical guidance to external Qualified Vendors.
• Pre-Evaluation Planning & Risk Analysis: Evaluate historical review data, records, and incident files to pre-plan targeted, risk-informed monitoring/auditing plans.
• New Program Readiness Reviews: Assess prospective Qualified Vendors before operational launch to ensure full adherence to divisional readiness standards.
• Emergency Response & Crisis Monitoring: Deploy on short notice to conduct unannounced on-site reviews of potential immediate sanitation, safety, and health risks that need to be resolved.

Your Competencies and Skills

• Writing: Draft concise technical monitoring/auditing reports, formal non-compliance findings, and official remediation directives.
• Active Listening: Gather critical operational context during vendor and member interviews, stakeholder engagements, and facility reviews.
• Critical Thinking: Evaluate multi-faceted facility operations against state regulations to isolate underlying programmatic risks.
• Oral Communication: Present technical monitoring/auditing findings, facilitate meetings and reviews , and deliver instructional technical assistance that is accurate to the specific program effectively.
• Reading Comprehension: Interpret statutes, complex developmental disability administrative rules, contractual terms, and Person Centered Service Plans (PCSP’s).
• Service Orientation: Drive continuous quality improvement to protect vulnerable populations receiving services through The Division on Developmental Disabilities.

Preferred Qualifications:

• Compliance Management: Apply specialized knowledge of Division of Developmental Disabilities (DDD) rules, statutes, and contract provisions.
• Case Management Knowledge: Leverage a background in behavioral health, adult services, or quality assurance to evaluate participant care plans.
• Residential, Community Based, or In Home Support Program Oversight or experience: Utilize experience in residential, Community Based or In home Support Programs to assess operational systems and readiness.
• Data Evaluation & Auditing: Analyze historical trends and information, incidents , and complaint files to detect systemic risks.
• Database Management: Navigate internal tracking databases, multiple internal platforms, and core software systems proficiently.

Pre-employment Requirements:

• Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1968 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
