Job summary

Job Summary

The Program Manager is responsible for delivery of large scale moderate to high risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass multiple projects, cross-departmental interfaces, multiple technologies, geographies and assets. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.

Knowledge, Skills, And Abilities
  • Working knowledge of data analytics and enterprise portfolio management tools and ability to leverage data from such tools
  • Experience facilitating audits or assessments
  • Experience developing, delivering and measuring effectiveness of training
  • Expertise in organizational change management
Essential Functions
  • Document project management work processes in policies and procedures
  • Ensures compliance via reviews and assessments with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the project delivery function, reports on results of reviews and assessments to various levels of management
  • Supports development, implementation, and maintenance of data projects, tools, or initiatives
  • Identify gaps, inefficiencies, trends, and best practices, present recommended improvement opportunities to various levels of management
  • Develops and delivers training pursuant to department and/or program goals, to include project delivery best practices training as well as training associated with policy, procedure, business process, or tool changes
Minimum Qualifications
  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
  • 7 years of prior experience required
Preferred Qualifications
  • Current PMP certification
  • 9+ years of relevant experience preferred
  • Strong process improvement skills
  • Familiarity with quality management systems
  • Master’s degree in engineering, construction, or project management
Work Environment
  • Office building environment.
  • This position works 4 days in the office with 1 day remote.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.

The salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
