PROGRAM MANAGER

REGULAR/FT

EXEMPT - LEVEL 14

SALARY: NEGOTIABLE

GENERAL DESCRIPTION

The primary responsibility of this position is to accomplish the strategic objectives of the program by planning, organizing, and directing all functions required to operate and maintain services.

SUPERVISION RECEIVED

Work is performed under the general supervision of the Health and Human Division Director.

SUPERVISION EXERCISED

Supervises the Administrative Service Manager, Adolescent/Adult Substance Abuse Counselors, DWI Counselor, Cultural Educator, Intake Lead Peer Counselor.

DUTIES

Develops and implements a strategic plan to maintain capacity to deliver effective and efficient services.

• Ensures program operations, including fiscal and administrative management, are operating efficiently and effectively.
• Directs the establishment, implementation and communication of goals, objectives, policies and procedures in accordance with the scope of work and funding agency requirements, applicable laws, regulations, ordinances and regulatory agencies.
• Contributes to effectiveness of Community Health Programs and Division of Health & Human Services by identifying short-term and long-range issues and goals that must be addressed; recommending options and courses of actions; implementing directives.
• Analyzing gaps in services, performance and service delivery approach.
• Prepares and presents reports on the status, activities and plans for current and future operations.
• Maintains confidentiality and ensures the same expectation of the staff to adhere to HIPAA compliance. All client files are maintained, stored, disposed and archived properly in accordance with policy and HIPAA.
• Reviews supervised staff requests for training, leave, and meetings for appropriateness and continuity of daily ZRC operations and programming.

Manages and administers fiscal operations of Zuni Recovery Center and all agreements.

• Supervises the operations in the delivery of services in accordance with contractual requirements and the standard of practice.
• Prepares budgets, budget revisions and scope of work for submittal to the Division Director on an annual basis and as needed for revision.
• Reviews and approves all expenditures for the ZRC Program and ensures the accuracy of the cuff account through review, while ensuring that funding is available to achieve program goals and objectives.
• Reviews all ZRC Third Party billing submissions by Counselors and invoices to ensure accuracy of all Third-Party reimbursement of ZRC services. Ensures timely submission of all invoices submitted by Counselors.
• Pursue additional funding sources and grants in order to develop new services.
• Prepares and submits status reports, annual reports, activity reports and plans for current and future operations.

Monitors program activities for compliance with program objectives and comply with all contracts and other applicable regulations.

• Monitors and conducts performance evaluations of all supervised staff according to personnel policies.
• Maintains and documents all required continuing educational units (CEU’s) for licensure of staff and ensures all individual development plans are in place in accordance to staff position descriptions.
• Develops and revises standard operating procedures for structure and activities under the ZRC program.
• Maintains up to date knowledge of Medicaid and other third-party reimbursement processes.
• Responsible for quality assurance, implementation of policies and procedures.
• Conducts work site visits to monitor overall quality of services and performance.
• Conduct regular staff meetings to ensure communication among staff about clinical and community outreach activities.

Works in collaboration with the Zuni Division of Health & Human Services and other health care professionals for provision of quality treatment services and development of new services that benefit the community.

• Promotes positive relationships for effective coordination of treatment with community agencies.
• Provides outreach services to the community, tribal programs, and outside agencies regarding service delivery and presentations.
• Establishes networks with lo cal, county and in-state/out of state substance abuse and treatment entities.
• Maintain current professional knowledge by maintaining professional development that supports continuing education units for licensure.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the NM Counseling and Therapy Practice regulations and licensing. Knowledgeable of the 12 Core functions. Knowledge and ability to interpret applicable federal, state, and local laws, regulations regarding Substance Abuse programming. Knowledge of methods and procedures for an Outpatient substance abuse treatment and rehabilitation program for clients entering or re-entering a program. Ability to advocate and encourage clients on how they could be helped through counseling. Knowledge of records management, retention and disposition procedures. Skill in analyzing problems, identifying solutions, and implementing recommendations. Skill in supervising, training, evaluating and conflict mediation with employees. Ability to work independently and meet strict deadlines. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds. Skill in budget preparations, administration, and implementation. Skill in operating various word processing, spreadsheets and other computer programs. Must be able to establish and maintain good working relationships with tribal employees, government and the general public.

TRAINING AND EXPERIENCE

Master’s Degree in Counseling, Human Services, Behavioral Health or related field with four (4) years of progressive clinical experience. Three (3) years of administrative and clinical supervisory experience.

OR

Bachelor’s Degree in Counseling, Human Services, Behavioral Health, Social Science, or a related field with five (5) years of experience in addictions counseling or closely related field or demonstrate the ability to perform the duties of the position, plus three (3) years in supervisory position with supervisory experience.

LICENSE AND CERTIFICATES

Must have a valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years or any other convictions. Must pursue and obtain State-Licensure as an Alcohol/Drug Abuse Counselor (LADAC). Driving is an essential part of the duties.

PHYSICAL DEMANDS

The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. No special physical demands are required to perform the work. Regular exposure to favorable conditions such as those found in a normal office.

SPECIAL WORKING CONDITIONS

Position is subject to a Pre-Employment drug testing. Position is safety sensitive and will be subject to random drug screening for the duration of employment. Must undergo and successfully pass a thorough character background check including FBI Fingerprint. The position is an administrative position and no caseload is required.
