About the Role
The Program Manager, Workforce Development is responsible for the coordination, implementation, and day‑to‑day management of BGS programs, with an initial and primary concentration in Workforce Development. Reporting to the Director of Programs, Workforce Development, this role helps translate program strategy into well‑organized, high‑quality participant and partner experiences and ensures that program activities, timelines, communications, data, and deliverables stay on track.
The Program Manager will primarily support BGS’s workforce development portfolio, including career pathway, internship, apprenticeship, job placement, mentorship, employer engagement, training, and related clean energy workforce initiatives. While Workforce Development is the primary concentration of the role, the Program Manager also serves as a broader program resource to BGS and may support the coordination and implementation of other programs, initiatives, and cross‑functional projects based on organizational priorities and capacity. As BGS grows and its programmatic work evolves, this may include opportunities to contribute to other areas of the organization.
The ideal candidate is a highly organized, relationship‑oriented and hands‑on program professional who enjoys turning plans into action. This person can manage multiple priorities, communicate effectively with participants and partners, use systems and data consistently, identify issues early, and
work collaboratively in a small and evolving organization.
Essential Functions
Program Implementation & Coordination
- Coordinate and execute assigned programs and initiatives from planning through completion, with a primary focus on Workforce Development.
- Translate program plans into timelines, tasks, calendars, communications, participant activities, partner deliverables, and other implementation needs.
- Manage day‑to‑day program logistics and follow‑through, ensuring milestones, deadlines, commitments, and grant or contract deliverables remain on track.
- Coordinate virtual and in‑person workshops, trainings, cohort activities, employer events, and other program experiences, including materials, registration, communications, logistics, and follow‑up.
- Identify implementation challenges, participant or partner needs, and opportunities for improvement and elevate recommendations as appropriate.
- Develop and improve program tools, workflows, templates, curriculum, and repeatable practices that strengthen consistency and scalability.
Workforce Development Program Delivery
- Support BGS workforce development programs serving students, job seekers, workers, employers, and other participants in the clean energy economy.
- Coordinate participant recruitment, intake, onboarding, engagement, career‑development activities, internship or job matching, placement support, retention, and follow‑up.
- Build and maintain positive relationships with participants, providing responsive communication, guidance, resources, and connections throughout their program experience.
- Coordinate employer engagement, including outreach, opportunity collection, matching and placement processes, communications, and follow‑up.
- Support mentorship, career‑development workshops, training, peer learning, and other activities designed to strengthen participant readiness and long‑term success.
- Partner with the Director to ensure program implementation reflects participant needs, employer demand, clean‑energy workforce opportunities, and BGS’s mission and equity commitments.
Partnership & Stakeholder Coordination
- Maintain relationships and regular communication with employers, higher education institutions, training providers, community‑based organizations, public agencies, coalition members, and other program partners.
- Support partner outreach, meetings, presentations, convenings, and collaborative activities that advance program goals.
- Prepare meeting materials, notes, action items, and follow‑up and help ensure commitments are completed.
- Represent BGS professionally in program meetings, workshops, events, and partner interactions.
- Maintain accurate records of program contacts, relationships, commitments, and partnership activity.
Program Data, Outcomes & Reporting
- Maintain timely and accurate program data using systems such as Airtable, Monday.com, surveys, spreadsheets, dashboards, and other tools.
- Track participant engagement, placements, retention, employer activity, program milestones, outputs, and required performance measures.
- Collect participant, employer, and partner feedback and identify themes that can strengthen program design and delivery.
- Prepare program updates, data summaries, reports, presentations, and supporting documentation for leadership, funders, partners, and other stakeholders.
- Maintain documentation for grant and contract reporting and help ensure required information is complete and submitted on time.
- Document program processes, tools, curriculum, and lessons learned to strengthen institutional knowledge and reduce reliance on individual staff.
Program Administration & Cross‑Functional Support
- Monitor program schedules, budgets, purchasing, vendors/facilitators, contracts, invoices, and related administrative details.
- Coordinate with operations, finance, communications, consultants, and other team members to support successful program delivery.
- Support program communications and outreach by providing accurate content, participant stories, program information, event details, and updates.
- Maintain organized program files, records, templates, contact lists, calendars, and shared resources.
- Provide program management and implementation support across other BGS programs, initiatives, and special projects as organizational priorities require.
- Contribute as a collaborative member of a small team, taking ownership of assigned work while remaining flexible in supporting organization‑wide priorities.
Education, Experience & Requirements
- Bachelor’s degree or equivalent combination of education and relevant experience preferred.
- Approximately 3–5 years of experience in program coordination, program management, workforce development, education, career services, community‑based programming, nonprofit programs, or a related field.
- Experience supporting or managing programs from planning through execution, including timelines, logistics, stakeholder communication, data tracking, and reporting.
- Experience in workforce development, career pathways, internships, apprenticeships, employer engagement, education and training, talent pipelines, or economic mobility strongly preferred.
- Demonstrated ability to build positive relationships with diverse participants, employers, community organizations, educational institutions, public agencies, and other partners.
- Experience working with program data, databases, project‑management systems, surveys, spreadsheets, or dashboards and ability to consistently use organizational technology and systems.
- Strong written and verbal communication, organization, follow‑through, and attention to detail.
- Ability to manage multiple priorities, anticipate needs, solve problems, and adapt as programs and organizational priorities evolve.
- Knowledge of clean energy, climate, racial equity, environmental justice, or related fields preferred; interest in learning the sector and commitment to BGS’s mission are essential.
- Comfort working in a small, entrepreneurial, growing organization that requires both clear ownership and hands‑on execution and collaboration.
Travel
Local and regional travel may be required for meetings, events, Board activities, stakeholder engagement, and other organizational needs, primarily within Massachusetts and the surrounding region.
