Job description

Job Description BOAB Ventures is seeking an experienced Program Manager to support a fast-paced, mission-critical technology program within the national security space. This role will work closely with government leadership, software and technical teams, external vendors, and operational stakeholders to coordinate the development and delivery of technical capabilities. The ideal candidate is highly organized, comfortable operating in classified environments, and capable of managing numerous priorities, dependencies, and stakeholders simultaneously. This is a hands‑on position for someone who can operate at both the program and execution level‑helping establish priorities and development cadence while also ensuring the day‑to‑day details required to keep the program moving are handled.

What You’ll Do

Run Agile/Scrum ceremonies and cadence, including sprint planning, standups, reviews, and retrospectives, for a multi-vendor development team.

  • Own backlog management, requirements decomposition, and prioritization of capability increments in coordination with government leadership.
  • Proactively coordinate onboarding for contractor personnel and vendors, including security processing, account requests, facility access, CAC coordination, and IT/environment access tracking.
  • Coordinate and track program travel, including VAR preparation, agendas, on-site logistics, and engagement synchronization.
  • Organize and facilitate recurring team synchronization events, action tracking, and meeting outputs.
  • Maintain program management artifacts including Jira boards, MS Teams channels, schedules, action trackers, risk/issue logs, and status reporting.
  • Track submission deadlines, task status, dependencies, and coordination actions across multiple teams.
  • Coordinate with government stakeholders, external organizations, vendors, and supporting offices to stay ahead of emerging priorities, requirements, and suspense actions.
  • Support budget tracking, acquisition coordination, contract deliverable tracking, and reporting.
  • Assist government leadership with vendor coordination, meeting preparation, and operational engagement planning.
Required Skills
  • * Active TS/SCI required; must be able to obtain and maintain a Counterintelligence (CI) Polygraph.
  • * Demonstrated experience managing software, AI/ML, or operational capability development teams using Agile/Scrum methodologies.
  • * Proven ability to manage numerous simultaneous priorities, tasks, dependencies, and stakeholders across multiple teams and vendors.
  • * Strong backlog management, requirements decomposition, and prioritization skills.
  • * Experience maintaining program management artifacts and providing status reporting to government stakeholders.
  • * Comfortable operating in classified environments with rapidly evolving priorities.
  • * Strong written and verbal communication skills with the ability to work across technical developers, operational users, senior government leaders, and external vendors.
  • * Ability to support periodic travel, approximately once every 30 days, to government, operational, and industry/vendor locations.
  • * U.S. Citizenship required.
Desired Skills
  • * Experience supporting Department of Defense, Intelligence Community, or other national security organizations.
  • * Experience supporting classified software or technical development environments.
  • * Experience with rapid capability delivery and iterative user-feedback cycles.
  • * Experience coordinating multiple contractor or vendor development teams.
  • * PMP, CSM, SAFe, or similar program/project management certification.
  • * Experience working with cross-domain or other classified data environments.
  • * Military Intelligence or Intelligence Community experience.
  • * Familiarity with Joint, Combatant Command, special operations, or similar operational environments.
Additional Details
Ideal Candidate

The strongest candidate will be someone who can take a complex environment with multiple development teams, vendors, government stakeholders, deadlines, and changing priorities and bring structure to it. They should be equally comfortable working with leadership on priorities, working with development teams to break requirements into actionable work, and handling the operational details necessary to keep the program moving.
