Job Title: Program Manager

The Office of Naval Intelligence (ONI) Hopper Global Communications Center (GCC) delivers 24/7 global SCI communications and enterprise IT services across the Navy in support of over 14,000 users, ensuring decision quality outcomes for Maritime and Joint intelligence operations. The Program Manager leads complex, multi-domain engineering and technical operations, including modernization efforts, cybersecurity compliance, discovery and implementation of cloud/AI initiatives, and the provision of exceptional customer service. The Program Manager owns cost, schedule, and performance, drives risk management and contract compliance, and ensures seamless coordination among ONI stakeholders, subcontractors, and cross‑functional engineering teams.
Required Certifications: PMP
BS or BA degree in Business Administration, Engineering Management, Engineering or Engineering Discipline desired. 10+ years program/project management experience leading large, complex DoD/IC IT or Cyber programs and 5+ years managing multi‑vendor/subcontractor efforts with measurable cost/schedule accountability. Must be a US citizen.
Experience in Defense acquisition, specifically experience in support of Navy Acquisition management, or an equal level of Federal and Navy Contract Management experience.
Required Skills
Management and Supervision experience relating to the design, development, integration, testing and fielding of DoDIIS communication systems and networks. Experience in initiating and maintaining technical direction within broad program objectives directly related to communication systems and networks. Knowledgeable of DoD acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DoD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
