Job summary

Halff is seeking a Program Manager to lead its Water Resources team in Sunrise, Florida, overseeing engineers and professionals on CIP-related projects. You will manage hydrologic/hydraulic modeling, watershed evaluations, floodplain mapping, and drainage design, ensuring quality, budgets, and client communication.

The role requires 10+ years in water resources delivery, Florida PE licensure, and strong collaboration with government agencies to advance water-management goals.

Qualifications

  • 10+ years of targeted experience in Water Resources Project Delivery, overseeing mid-to-large scale water resources projects.
  • A Bachelor's or Master's degree in Civil/Environmental Engineering (ABET accredited).
  • Professional Engineer (PE) License in the state of Florida.
  • Experience with surface water modeling and floodplain mapping; proficiency with ICPR4 (StormWise).
  • Proficiency with ArcGIS, StormWise, and Microsoft Office (Excel, Word, PowerPoint).
  • Hands-on experience with government agencies at local/state levels to meet water management goals.
  • Experience in stormwater infrastructure design involving hydrology, hydraulics, and water quality.
  • Strong project planning, design and execution strategy capabilities.
  • Excellent technical writing and communication skills.
  • Strong local/state/tribal project and program management experience.

Job description

Halff is seeking a Program Manager to join our Water Resources team and provide leadership and support within our client’s Water Resources Department in Sunrise, Florida.

The successful candidate will oversee a team of engineers and other professionals, prioritize and manage water resources projects ranging in complexity, and maintain open effective communication and transparency with the client in support of the implementation of their CIP program. The position will involve hydrologic & hydraulic modeling projects, watershed evaluations and master plans, floodplain mapping, and conducting model reviews. This role will also involve engineering planning and drainage design projects, including retrofits of existing systems and construction of new systems, assisting in plan development, cost estimating, specifications, and permitting.

What You Will Need

  • Professional Engineering (PE) License in the state of Florida

  • Proficiency with ArcGIS, StormWise, and Microsoft Office (Excel, Word, PowerPoint)
  • Hands‑on experience working with government agencies at the local and state levels to meet water management goals.
  • Hands‑on experience in the design of stormwater infrastructure which may involve overseeing a combination of hydrology, hydraulics, and water quality.
  • Possess a thorough understanding of project planning, design, and how to strategize the execution phase of the process.
  • Exceptional candor, collaborative team player, integral with a win‑win mentality, and focus on achieving successful outcomes.
  • Robust technical writing and communication skills.
  • Strong project and program management experience with local, state or tribal entities.
Preferred Qualifications
  • Certified Floodplain Manager (CFM) certification or ability to obtain CFM certification within 1-year
  • Proficiency with HEC‑RAS, HEC‑HMS, SWMM, and other specialized H&H software
  • Knowledge of FEMA modeling and mapping criteria, standards, and processes
  • Experience with FEMA map revisions (LOMR, CLOMR, PMR’s), including floodway analyses
  • Experience designing large water control structures
  • Experience designing projects in South Florida
