Job summary

Burns & McDonnell in the United States seeks an experienced Program Manager to lead large, complex water and capital programs from inception through close-out. You will guide a diverse team across project controls, risk, budgets, and reporting while serving as a trusted advisor to utility clients and executives.

The role requires travel, strong leadership, and a commitment to safety and client satisfaction. Base location includes Brea, CA with opportunities across the region.

Qualifications

  • Bachelor degree in engineering, construction management, business, or related field with 10 years consulting experience.
  • Experience leading a multi-discipline team on projects or programs > $250M.
  • Strong client and business development experience.
  • Expert project management capabilities including proposal development, contracts, planning, controls, integration, permitting, and budgeting.
  • Excellent facilitation, collaboration, problem solving, and communication skills.
  • Proven budget, savings and/or profit margins on completed projects.
  • Willingness to travel or relocate to project locations.
  • Knowledge of MS Project or equivalent.

Responsibilities

Description

Our Global Program Management Organization is seeking an experienced Program Manager to lead the successful delivery of large, complex water infrastructure and capital improvement programs. This leadership role is ideal for a proven professional with extensive experience managing municipal water and wastewater treatment facilities, transmission and distribution pipelines, pump stations, conveyance systems, PFAS and emerging contaminant treatment, water reuse and reclamation facilities, stormwater infrastructure, and other critical water infrastructure. The successful candidate will serve as a trusted advisor to public and private utility clients, and executive stakeholders while leading multidisciplinary teams through every phase of project and program delivery.

As the Program Manager, you will be responsible for leading a diverse team in the successful delivery of complex programs & projects, from inception through final close-out, including the development and implementation of processes, procedures, strategy, execution plans, resource planning, risk management, and reporting tools. You will lead the program management team in a dynamic and profitable manner based on Burns & McDonnell\'s core values of client satisfaction, commitment, dedication, integrity, safety and overall outstanding service.

What you will do
  • Lead the development and execution of overall Program strategic business initiatives to achieve goals and objectives.
  • Provide leadership to the Program team; direct and coordinate the work of a multi-disciplined team, and ensure the efficient and cost-effective utilization of staff.
  • Be client facing and working with senior client leadership on reporting, issues resolution, and relationship building.
  • Responsible for driving systems integration and the implementation of data collection, data management, data analytics and reporting tools to drive efficiency in reporting to enable strategic decisions regarding program budgets and schedule risks.
  • Responsible for management of Program budget and expenditure of funds.
  • Achieve stated targets and standards for the Program financial performance.
  • Present monthly financial information to leadership including project revenue forecasts.
  • Support strategies for cross-selling engineering services across the organization.
  • Responsible for the recruitment, development, training, and retention of staff.
  • Responsible for conducting performance evaluations for department staff.
  • Provide leadership, guidance, and instruction to the department.
  • Responsible for interpreting the organization\'s policies, purposes, and goals to staff.
  • Responsible for overall QA/QC process adherence.
  • Enforce compliance with company and site safety policies.
  • Performs other duties as assigned.
  • Complies with all policies and standards.
Qualifications
  • Bachelor Degree in engineering, construction management, business or related degree from an accredited program and 10 years related consulting experience, preferably in the engineering or construction industry.
  • Experience leading a multi-discipline team that has executed and managed major projects or programs greater than $250 million preferred.
  • Strong experience in client and business development.
  • Expert experience in managing projects, which includes proposal development, contract negotiations, project planning, project controls, system integration, owner\'s engineering, real estate acquisition, permitting, environmental compliance, construction management, design team coordination & communication, budgeting, schedule management, and client coordination.
  • Expert facilitation, collaboration, organization, and problem solving skills.
  • Demonstrated success as to budget, savings and/or profit margins in completed projects.
  • Ability to thoughtfully and positively influence, lead and manage.
  • Excellent planning and analytical skills.
  • Must demonstrate excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
  • Expert knowledge of project management methodologies and tools including the use of Microsoft Project or equivalent.
  • Extensive travel and or temporary or permanent relocation to the project location will be required.
Compensation

$175,000.00-350,000.00 Yearly

The expected compensation range for this position is displayed in compliance with all local/state regulations. The expected compensation range for this position is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location. The total annual compensation package will consist of a base salary and eligibility to participate in our discretionary year-end incentive bonus program.
