We are seeking an experienced Program Manager (PM) with 5+ years of relevant experience to oversee a high-visibility program supporting the MPO (NSA). The ideal candidate will have a PMP certification, active TS/SCI clearance with Full-Scope Poly, and proven success managing programs with 20+ full-time employees (FTEs).

Key Responsibilities:

  • Serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), Government PM, and senior leadership.
  • Oversee program cost, schedule, performance, and deliverables.
  • Manage risk, cost tracking, scheduling, requirements analysis, and quality assurance activities.
  • Direct technical staff and ensure effective communication of project updates, challenges, and resolutions.
  • Prepare and present program status reviews and technical documentation to the Government PM.

Program Management Capabilities:

  • Allocate contract resources (staffing, facilities, budgets).
  • Approve earned value reports, ETCs, and financial documentation.
  • Review and manage contract budgets and management reserves.
  • Lead cross-functional integration to meet program objectives.
  • Collaborate with upper-level program management as needed.
  • Review, propose, and manage the Integrated Program Baseline.
  • Oversee risk management strategies and allocate budgets accordingly.
  • Ensure timely recruitment, onboarding, and training of program personnel.
  • Review financial and technical reports before submission to the Government.
  • Ensure full compliance with contractual, regulatory, and administrative requirements.

Required Qualifications:

  • Minimum 5 years of experience managing programs/contracts of similar scope and complexity.
  • At least 1 year of experience in requirements analysis, resource allocation, project costing, deliverable tracking, and performance monitoring.
  • Knowledge of FAR, DFARS, DoD 5000 series, and ICD 801 policies.
  • Active PMP certification (or FAC-P/PM Entry Level or DAWIA Level I in Program Management).
  • Must have experience managing MPO (NSA) programs with 20+ FTEs.

Preferred:

  • Experience with large-scale classified programs.
  • Demonstrated success in stakeholder engagement and issue resolution.
