Job description

FACC Texas is seeking a strategically minded, intellectually curious, and highly organized Program Manager – Strategic Missions to design and deliver high-impact Learning Expeditions and executive missions connecting French and American leaders across business, innovation, industrial transformation, and economic development.

The Program Manager will lead approximately two Learning Expeditions per month across priority industries, from strategic framing and senior-leader access through participant experience and post-mission follow-up. The role combines program design, executive engagement, sector intelligence, and rigorous operational delivery to create meaningful value for participants and FACC Texas stakeholders.

Responsibilities
  • Strategic Mission Design: Shape Learning Expeditions around relevant economic, industrial, technological, and policy issues affecting France, the United States, and Texas. Translate broad themes into compelling concepts with clear learning objectives, target audiences, and strategic outcomes.
  • Leadership Engagement: Build and cultivate relationships with senior executives, founders, investors, policymakers, academics, and ecosystem leaders. Secure executive briefings, company visits, roundtables, and private discussions that give delegations meaningful access to sector leaders.
  • Program Leadership: Lead the full lifecycle of each mission, including objectives, delegation profile, agenda development, stakeholder outreach, speakers, host coordination, participant materials, and post-mission follow-up.
  • Operational Excellence: Manage detailed project plans, travel and venue logistics, site requirements, vendors, budgets, schedules, contingency plans, and participant communications to ensure seamless delivery.
  • Sector Intelligence: Research priority sectors, market developments, innovation ecosystems, investment activity, and supply-chain dynamics. Turn insights into mission concepts, concise sector notes, and promotional materials in partnership with Communications, Membership, and Partnerships.
  • Relationship Building: Serve as a credible ambassador for FACC Texas and create purposeful, lasting connections among French and American participants, hosts, speakers, and institutional partners.
Qualifications
  • Education: Bachelor’s degree in business, international relations, economics, public policy, communications, or a related field. An equivalent combination of education and relevant experience will be considered.
  • Experience: At least 3 years of progressively responsible experience in strategic program management, international business, executive events, business delegations, economic development, consulting, industry associations, or a comparable client-facing environment.
  • Project Management: Demonstrated ability to manage multifaceted projects involving senior stakeholders, fixed deadlines, external partners, budgets, and evolving requirements.
  • Communication: Excellent written and verbal English communication skills, with the ability to produce clear and persuasive materials for senior audiences. Professional fluency in French is a plus.
  • Preferred Background: Experience organizing executive missions, trade delegations, industry visits, leadership programs, or corporate engagement initiatives is strongly preferred.
Working Conditions
  • This full-time position is based in Houston, Texas, and requires regular travel within the state. The role may involve early mornings, evenings, and occasional weekends to support senior stakeholder schedules and mission delivery.
Why Join FACC Texas
  • Lead a high-visibility portfolio at the intersection of international business, economic development, industrial innovation, and transatlantic cooperation.
  • Build a senior-level network across Texas’s most dynamic sectors while creating meaningful connections between French and American leaders.
