Veterans Bridge Home is seeking an SSVF Program Manager to lead the Supportive Services for Veteran Families program in the Triangle area. You will ensure veteran-centered services, supervise staff, and manage grant operations to prevent homelessness among veterans and their families.

You will collaborate with Compliance and Finance, ensure VA regulations compliance, and drive performance using HMIS reports and Power BI-like tools for continuous improvement.

Qualifications

  • Five (5) or more years of progressive experience in case management, human services, homelessness services, or a related field; leading or supervising staff.
  • Experience managing federally funded grants, preferably VA programs, with grant compliance and reporting.
  • Experience with HMIS or similar data systems and data quality monitoring.

Responsibilities

Position Summary

The SSVF Program Manager provides strategic and operational leadership for Veterans Bridge Home's Supportive Services for Veteran Families (SSVF) program, ensuring high-quality, veteran-centered services that prevent and end homelessness among veterans and their families. Reporting to the Market Executive Director, this position is responsible for the day-to-day management of the SSVF grant, including program operations, staff supervision, compliance, quality assurance, and community partnerships. The Program Manager will work directly with the Compliance department and Finance team. The Program Manager ensures services are delivered in accordance with Department of Veterans Affairs (VA) regulations, Housing First principles, and Veterans Bridge Home policies while maintaining a strong focus on measurable outcomes and continuous improvement.

This position serves as the operational leader for the SSVF program by fostering a culture of accountability, collaboration, and innovation. Working closely with internal departments and community partners, the Program Manager develops strategies to improve housing stability, enhance program performance, strengthen partnerships, and ensure responsible stewardship of federal grant resources. The Program Manager contributes to Veterans Bridge Home's mission by connecting service members, veterans, and their families to the communities where they live and thrive. This is a grant-funded position.

Primary Responsibilities

Program Leadership

  • Provide operational leadership for the Supportive Services for Veteran Families (SSVF) program, ensuring services are delivered in accordance with VA regulations (38 CFR Part 62), grant requirements, organizational policies, and a Housing First, veteran-centered approach.
  • In collaboration with the Triangle Market Executive Director, assist with developing annual program goals, operational plans, and performance objectives aligned with organizational priorities.
  • Monitor program performance and implement continuous quality improvement initiatives to enhance veteran outcomes.
  • Lead program meetings, case consultations, and operational planning sessions to ensure consistent, high-quality service delivery.
  • Promote equitable, timely, and veteran-centered services across all assigned service areas.
  • Oversee delivery of both Rapid Re-Housing (RRH) and Homelessness Prevention (HP) services, ensuring the balance between service models aligns with SSVF Program Office priorities and available grant funding.
  • Direct coordinated outreach efforts to identify and engage eligible veterans who are experiencing or at imminent risk of homelessness.

Grant Administration & Operations

  • Oversee program intake, eligibility determinations, and referral processes to ensure timely, equitable, and consistent access to services.
  • Ensure eligibility determinations meet SSVF requirements, including veteran status, household income at or below 50% of Area Median Income (AMI), and literally homeless or imminent-risk status under the “but for” standard.
  • Partner collaboratively with the Compliance team to ensure adherence to grant requirements, support quality assurance activities, and prepare for monitoring visits and audits.
  • Maintain awareness of grant expenditures, fund utilization, and program capacity by collaborating with Finance to support operational planning and ensure services remain aligned with grant requirements.
  • Oversee the appropriate, compliant, and timely use of Temporary Financial Assistance (TFA), including rental assistance, security and utility deposits, utility payments, moving costs, and emergency housing assistance.
  • Monitor program documentation, reporting requirements, and operational performance while identifying opportunities for continuous improvement.
  • In conjunction with Compliance, complete, accurate, and timely submission of required reports and program data.

Staff Leadership

  • Supervise, coach, and develop assigned staff.
  • Foster a collaborative, inclusive, and mission-driven team culture.
  • Conduct regular supervision meetings and annual performance evaluations.
  • Support employee engagement, accountability, retention, and professional development.

Performance Management & Veteran Services

  • Monitor key performance indicators, including veteran households served, housing placements, housing retention, fund utilization, data quality, caseload productivity, and overall program outcomes.
  • Oversee timely and accurate participant data entry in the Homeless Management Information System (HMIS), including HUD Universal Data Elements and VA-specific data elements, and ensure grantee uploads to the SSVF HMIS Repository meet VA data quality standards.
  • Utilize organizational reporting tools, including Power BI, to evaluate program performance and identify trends.
  • Implement corrective actions and operational improvements when performance expectations are not met.
  • Support staff in resolving complex veteran situations while ensuring individualized, coordinated services that promote long-term housing stability and self-sufficiency.
  • Promote Housing First, trauma-informed care, and Veteran-centered service delivery throughout the program.

Community Partnerships

  • Build and maintain collaborative relationships with the Department of Veterans Affairs, Community Resource and Referral Center (CRRC), Continuum of Care partners, housing authorities, landlords, behavioral health providers, Veteran Service Organizations, and community nonprofits.
  • Ensure program participation in the local Continuum of Care (CoC) Coordinated Entry System for referrals, assessment, and prioritization of Veterans in need of housing assistance.
  • Identify opportunities to strengthen partnerships and expand resources available to Veterans.

Organizational Leadership

  • Support the development and implementation of organizational policies, standard operating procedures, and continuous improvement efforts.
  • Perform other duties as assigned.
Location

This role is hybrid, and the selected candidate must live in the Triangle Market area to support local activities and in-person needs. There will be a requirement to be in person to connect with veteran and supporting staff 2-3 days/week.

Salary and Benefits
  • Full-Time Hours: Schedule will be determined with the position supervisor to best support community events and client schedules. Schedule will include some nights and weekends.
  • Compensation will be determined based on education and experience. Range is $55,000-$65,000
  • Benefits include Stipend, Short-Term Disability, PTO (Paid Time Off), 401k with match.

Requirements

General QualificationsTo perform this job successfully, an individual must meet the following criteria. Reasonable accommodation may be provided to enable otherwise qualified individuals with disabilities to perform essential functions.

  • Five (5) or more years of progressive experience in case management, human services, healthcare navigation, homelessness services, or a related field, including experience leading or supervising staff; or an equivalent combination of education, military experience, training, and professional experience (degree in Social Work, Human Services, Social Sciences, or a related field preferred).
  • Veteran or military spouse strongly preferred or demonstrated knowledge of military culture and experience providing culturally competent services to service members, veterans, and their families.
  • Experience managing federally funded grants, preferably Department of Veterans Affairs programs, with knowledge of grant compliance, performance reporting, and operational oversight.
  • Experience with a Homeless Management Information System (HMIS) or comparable client-level data system, including data entry, data quality monitoring, and performance reporting.
  • Knowledge of Housing First principles, homelessness response systems, community-based service delivery, and veteran resources.
  • Experience working with Protected Health Information (PHI) and Personally Identifiable Information (PII), with a strong understanding of HIPAA, confidentiality, and data privacy requirements.
  • Demonstrated ability to assess risk, support crisis intervention, and ensure appropriate documentation, escalation, and follow-up.
  • Strong organizational, operational, and project management skills with the ability to manage competing priorities, analyze program performance, and support continuous quality improvement.
  • Proven leadership, relationship-building, and communication skills, with the ability to collaborate effectively across all levels of the organization and with community partners.
  • Demonstrated commitment to ethical practice, diversity, equity, inclusion, military cultural competency, and the mission and values of Veterans Bridge Home.
  • Proficiency with Microsoft Office Suite, Microsoft Teams, SharePoint, and web-based applications, with the ability to quickly learn and effectively utilize new technology platforms.
