Overview

JOB TITLE: Program Manager (Sr. Manager Level)

LOCATION: ONSITE, Office of Information Technology, 4040 Esplanade Way, Tallahassee, FL 32399

DURATION: Start July 1, 2026 for one year with two separate one-year renewals. This is a part-time role with an estimated 1,040 hours.

Responsibilities
  • General Program Manager Activities
    • Strategic Alignment: Ensure the collective output of all projects aligns with the Department's goals and objectives.
    • Benefits Realization: Measure whether the program improves the business after the individual projects are completed.
    • Cross-Project Dependency Mapping: Manage interlocking pieces where the output of one project is required for another.
    • Stakeholder Political Management: Navigate high-level executive relationships and board-level expectations, not day-to-day management.
    • Program Governance: Establish standards, reporting structures, and rules of engagement for all project managers under the program.
    • Resource Capacity Planning: Shift budgets and personnel between projects to support high-priority initiatives.
  • General Project Manager Activities
    • Work Breakdown Structure (WBS) Creation: Decompose projects into tasks for execution.
    • Critical Path Management: Identify sequence of tasks that determines project duration.
    • Task-level Resource Leveling: Assign individuals to tasks to manage workload.
    • Technical Quality Control: Inspect deliverables to ensure they meet technical specifications.
    • Project Budget Tracking: Monitor expenses and invoices against project budgets.
    • Daily Stand-ups and Scrums: Facilitate daily communication to remove blockers.
    • Project Reporting: Provide weekly status updates and requested reports to stakeholders.
    • Project Artifacts: Produce BRD, TRD/specifications, wireframes/UI/UX, and related artifacts.
Qualifications
  • Possess professional and technical skills to perform IT program and project management.
  • Minimum of 10 years of experience in IT, with at least 3 years of leadership experience and 5 years managing an IT program area.
  • On-site availability at the Department's location (4040 Esplanade Way, Tallahassee, FL) is preferred; remote work may be considered. Travel costs are not reimbursed.
  • Educational Requirements:
    • Bachelor's or master's degree in computer science, Business Administration, or other related fields, or equivalent work experience.
    • Project Management certification is required.
  • Expertise in technical writing and documentation.
  • Competency in document version control and collaborative document management.
  • Solid understanding of procurement procedures.
  • Strong negotiation and stakeholder management skills.
  • Experience with Florida State Agency IT Projects.
  • Experience with Florida legislative reporting practices (e.g., Operational Work Plans, spend plans).
