Job summary

Hourly Pay Range (Minimum - Midpoint - Maximum): $57.740 - $74.490 - $83.440 The stated pay scale reflects the range that Sharp reasonably expects to pay for this position. The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.

What You Will Do

This position has a significant level of spend responsibility, oversees and manages approximately $50M-$100M per year of supplies/services with categories of medium-to-high complexity and risk, and will provide strategic decision-support and recommendations to clinical and non-clinical stakeholders to maximize and ensure the value of supplier performance at Sharp HealthCare. Delivers clinical improvement, cost savings, operational efficiencies, and/or added value by leading cross functional stakeholders through fact/evidence-based, data-driven sourcing initiatives with strong market and competitive analysis, creation of leverage, and professional negotiations to secure the best quality, service, and cost to meet Sharp's business needs. Lead the development of sourcing strategies for key projects, utilizing appropriate sourcing tools, aligning key business stakeholder needs, identifying supply alternatives and recommending the sourcing approach, and establishing the project plan/timeline to deliver an effective sourcing solution.

Required Qualifications

7 Years Progressive, sourcing and contracting experience, including extensive experience developing and executing strategic sourcing plans.

Bachelor’s degree in business administration, finance, operations research, materials management, economics, or related discipline required; or 4 years of experience in healthcare supply chain may substitute for degree - REQUIRED Supply chain-related certification is preferred.

Essential Functions
Contract Administration

Maintain a contract calendar for assigned product committees and collaborate with committee chair and Sr. Clinical Consultant to create strategies that enhance clinical outcomes, increase contracted spend, minimize off-contract purchases, and support system-wide efforts to standardize where appropriate and drive market share to preferred suppliers. Work closely with Legal Department to analyze contracts and ensure Sharp HealthCare's interests are met. Publish and ensure system-wide awareness of Sharp's contract portfolio, driving compliance to committed contracts.

Cost Analysis and Control

Responsible for monitoring category spend and striving to exceeds goals. Establish appropriate metrics to monitor expense trends for assigned categories; conducts supply expense variance analysis and identifies the root cause of variances. Establish cost savings goals and drives cost savings projects to achieve those goals. Validate, track and maintain cost impact of assigned categories' sourcing and contracting activities. Perform complex analyses of suppliers, market share, pricing, budgeting, trends, and impacts of contracting decision on a system and entity basis, and other ad hoc analyses for assigned spend category.

Sourcing

Develop and demonstrate an expert knowledge of assigned categories and present an annual overarching category sourcing plan and 3-5 year strategy for assigned categories. Communicate to key stakeholders future trends of product categories and key upcoming changes. Assess category opportunities by gathering and analyzing spend data, purchasing patterns, competitive position, analysis of supplier/category industry, economics, market conditions, and expiring contracts. Effectively interact with internal and external stakeholders to understand their business needs and challenges, and evaluate suppliers on assurance of supply, quality of product, quality of service, total cost of ownership, innovation, and regulatory impacts. Lead multi-disciplinary category teams through the sourcing process to drive clinical and process improvement initiatives consistent with Sharp HealthCare's goals and objectives. Establish and execute a negotiation strategy. Conduct contract terms and price negotiations with supplier and perform all aspects of the contract process. Communicate with Finance, Legal, internal stakeholders and leadership throughout the contracting process to develop and document final terms and conditions that comply with requirements. Work with GPO representatives, as applicable, regarding supplier exceptions to GPO contract language, and collaborate with legal staff to draft the final negotiated contract terms, conditions and exhibits for each contract proposal, securing supplier's authorized signature on the final negotiated contract offers, and meeting with committees to seek contract approval/award.

RFPs and Competitive Bidding

Develop and execute RFP's, analyze and propose sourcing strategies, understand stakeholder needs, gather business requests, and implement and execute agreements when directed. Communicate standardized, scheduled reports for analysis and application at multiple levels within the department, as well as throughout the Sharp organization. Negotiate supplier contracts and provide in-depth comparisons of competing proposals to present to product committees and supply chain leadership. Initiate and lead RFP/RFQ bids and analysis, supplier evaluation, supplier qualification, supplier selection, contract development/execution and negotiations; and use tools and techniques to profile, benchmark, research, and assess supply chain risks and trends to ensure security of supply. Develop supplier selection criteria and gain clinical stakeholder alignment; facilitate the committee's review and evaluation of supplier responses and select finalists; effectively communicate the impact of sourcing decisions to stakeholders, management, impacted employees, and suppliers, as appropriate.

Other Duties

Reviews and approves catalog item-adds when applicable. Maintain an organized system for retrieval of department files on shared drive, including supplier and contract information. Meets with vendors on as-needed basis to review current contract terms, compliance monitoring, failures to supply that may impact compliance and possible improvement options. Attend and contribute to related Value Analysis teams to evaluate and improve existing contractual conditions. Manage goals and objectives in consultation with Manager/Direct Supervisor. Run and resolve Supply Chain related data audits. Assist in maintaining contract database integrity through the use of cycled audits and periodic reviews of contract data. Participate with new technology or MMIS system testing, etc. as assigned while meeting established deadlines. Maintains knowledge of basic data audit techniques and ability to perform audits. Performs miscellaneous job‑related duties as assigned.

Knowledge, Skills, and Abilities

Must possess excellent influencing skills as well as strong interpersonal communication skills for building relationships with internal stakeholders and supplier executives at all levels. Must be a skilled negotiator with a proven ability to move negotiations forward to a supplier's best and final offer in the designated time frame for the project; and must be skilled at presenting in a live environment and achieving agreement with others, with a demonstrated ability to maintain grace under pressure in difficult negotiations. Must possess a solid understanding of strategic sourcing fundamentals and a demonstrated track record of facilitating and executing successful sourcing initiatives; as well as a thorough understanding of contracting methods and procedures, techniques of specification and contract writing, purchasing law, and ethics and have the ability to read, analyze and negotiate high-level contracts.
