Job summary

Yakshna Solutions, Inc. in Richmond, VA is seeking a Program Manager to oversee the SCC transition and coordinate multiple divisions, vendors, and the banking partner integration.

You will ensure a complete set of requirements is documented and support changes to workflows to maximize new technology delivery. The role requires active PMP certification and experience in program management, IT modernization, Agile practices, and strong stakeholder communication.

Qualifications

• Significant experience in coordinating defect triage with multiple vendors and closing defects promptly.
• Experience in program management, product ownership, IT modernization, or enterprise delivery roles.
• Proven ability to drive on-time delivery by milestones and cross-division alignment.
• Strong facilitation and executive presentation skills; effective communication with stakeholders.

Responsibilities

YSI is seeking a Program Manager to support the SCC and to manage the transition to a new Banking partner for all its divisions and functions that either collect revenue, perform or support deposit duties and/or other monies processing in any capacity for the SCC (7 divisions).

This will require managing the overall deliverables and resources from all stakeholders, which include the selected Banking partner resources, the SCC representatives from each Revenue collecting division (6), OCC (Office of Commission Comptroller) and ETS (Enterprise Technology Services). As new technology and services will be deployed a key component will be to ensure a complete set of requirements are documented up front for each division. In addition, this role will need to facilitate and support the divisions to identify changes in current processes needed to streamline activities and take full advantage of the new technology available from the selected Banking partner.

Required Skills & Experience

• Significant experience in managing the defect triage calls with multiple vendors and tracking the defects to closure in a timely fashion is required.
• Experience in program management, product ownership, IT modernization, or enterprise delivery roles or equivalent combination
• Process reengineering & mapping experience
• Experience consistently driving on-time delivery by establishing clear milestones, proactively managing cross-division dependencies
• Experience with ensuring all stakeholders remain aligned on schedule commitments
• Experience leading multi-division, high-visibility technology or modernization initiatives
• Strong facilitation, communication, stakeholder management, and executive presentation skills
• Knowledge of Agile methodologies (Scrum, Kanban) and familiarity with tools such as Jira, Planner, or similar Agile work-management platforms
• Proficiency in Microsoft Office, SharePoint, Teams, Visio, Project, and PowerBI
• Hands-on professional support teams and management navigate through significant processes changes
• Ability to maintain confidentiality, exercise initiative, and demonstrate professionalism and dependability.
• Experience with banking platforms and Oracle a plus, or similar ERPs
• Experience with Revenue collections and /or cash management cycles and tools
• Certifications: Active PMP required, CSM and SAFe certifications (desired), CSPO, PSPO, SAFe POPM, Lean Six Sigma, ITIL Foundation, or other Agile/product credentials (not required but nice to have)

Salary: $160,000-165,000 annually with benefits
