TRABUS Technologies is seeking a seasoned Program Manager to support a Navy development program for NIWC PAC. The role requires leadership of software-involved efforts, systems engineering, cybersecurity, and compliance with cost, schedule, and performance targets.

The candidate will manage government contracts, coordinate with customers, and oversee staffing, transitions, and risk management in a demanding defense environment in San Diego.

Qualifications

• Active DoD Secret clearance
• 10+ years of program/project management experience
• Leadership experience in the defense sector
• Experience managing multidisciplinary software and engineering teams on complex systems-development or modernization efforts
• Experience managing cost, schedule, staffing, risk, and subcontractor management on Government contracts

Responsibilities

• Serve as the single management point of accountability for a software-intensive Navy development effort.
• Direct software development, systems engineering, cybersecurity, integration/test, staffing, subcontractor performance, transition, quality, risk, cost, and schedule execution.
• Manage CPFF burn rate, labor utilization, funding visibility, ETC/EAC, scope/change control, and early-warning reporting.
• Maintain effective Government customer communications, action-item closure, staffing continuity, and performance reporting.

Position: Program Manager / Program-Project Manager II

Full-time

Location: Government Facilities in San Diego, CA

Compensation: $160k - $185k

Clearance Level: Secret

SUMMARY

TRABUS is seeking a highly skilled and motivated Program Manager to support the Naval Information Warfare Center Pacific (NIWC PAC).

RESPONSIBILITIES

• Serve as the single management point of accountability for a software-intensive Navy development effort.
• Direct software development, systems engineering, cybersecurity, integration/test, staffing, subcontractor performance, transition, quality, risk, cost, and schedule execution.
• Manage CPFF burn rate, labor utilization, funding visibility, ETC/EAC, scope/change control, and early-warning reporting.
• Maintain effective Government customer communications, action-item closure, staffing continuity, and performance reporting.

REQUIREMENTS

• Active DoD Secret clearance
• Proven leadership experience, particularly in the defense sector.
• Minimum 10 years of professional program/project management experience consistent with the eCRAFT MANP2 baseline.
• Demonstrated management of multidisciplinary software and engineering teams on complex systems-development or modernization efforts.
• Demonstrated cost, schedule, staffing, risk, and subcontractor management experience on Government contracts.

EDUCATION

• Bachelor's-level degree in a technical or managerial discipline.

DESIRED

• Top Secret clearance with SCI Eligibility
• Direct NIWC Pacific/NAVWAR C4I program experience and established customer familiarity.
• Experience leading Agile/DevSecOps software delivery and incumbent-to-successor transition activities.
• Experience managing small-business teammates and recruiting/retaining cleared technical staff in the San Diego market.
• PMP or equivalent certification is desirable, but should not be treated as mandatory unless required by the final RFP.
