Position Overview

We are seeking a highly experienced and strategicProgram Manager (PM)to lead a large-scale Single Award Task Order Contract (SATOC) supporting the U.S. Army's Sustainable Range Program (SRP) and Training Support Systems. The PM will serve as the single point of contact for the Government, ensuring the successful execution of environmental, training, and range modernization projects across multiple geographically separated Army Commands (ACOMs), including Western Hemisphere Command (WHC) and U.S. Army Reserve Command (USARC).

The ideal candidate is a senior-level professional with a proven track record in managing complex, multi-site government contracts, specifically within the areas of range reconfiguration, Live Fire Training Investment Strategy (LFTIS), and environmental sustainability. This role requires exceptional leadership, communication, and organizational skills to coordinate with high-ranking military officials, USACE Project Managers, and a diverse team of technical experts.

Key Responsibilities

• Contract & Operations Management:Serve as the primary liaison between the Contractor and the Contracting Officer (KO) / Contracting Officer's Representative (COR) for all contractual matters. Hold full authority to act for the Contractor on all daily operations and contract deliverables. Ensure all services are performed in strict accordance with the Performance Work Statement (PWS), Training Circulars (TC 25-8), and Army Regulations (AR 350-19, AR 210-21). Manage the overall contract schedule, budget, and quality control to ensure 100% compliance and timely delivery.
• Program Strategy & Execution:Oversee the development and execution of Project Management Plans (PMP), Work Plans (WP), and Accident Prevention Plans (APP). Lead the technical approach for complex tasks, including range infrastructure assessments, LFTIS development, and targetry systems refurbishment (SIT, SAT, MAT). Ensure high-quality technical document submission (reports, databases, redline drawings) in compliance with Section 508 and data rights clauses. Manage risk, schedule, and change management across multiple concurrent projects.
• Leadership & Communication:Lead and mentor a team of specialized professionals, including Project Managers, Master Gunners, and Site Safety Officers. Conduct post-award kickoff meetings and periodic progress reviews with the Government and military stakeholders. Ensure seamless communication and coordination with USACE, WHC, USARC, and installation leadership to maintain training readiness.

Required Qualifications

To be successful in this role, candidates must possess a Bachelor's Degree in Engineering, Business, or a related field (Master's preferred) and have a minimum of ten years of progressive experience in program management, with at least five years managing large-scale federal contracts of $10 million or more. A Project Management Professional (PMP) certification is strongly preferred. Candidates must be U.S. Citizens and able to obtain a Common Access Card (CAC), passing a NACI background investigation. Deep technical knowledge of DoD Range & Training Land Programs (RTLP), Integrated Training Area Management (ITAM), and environmental compliance (EM 385-1-1) is required. Proficiency in Microsoft Office Suite, MS Project (for IMS), and project tracking software is essential. The ideal candidate will possess proven leadership abilities and the capacity to communicate effectively with Senior Government Executives (GO/SES).

Work Conditions

This role operates on a standard 40-hour work week, Monday through Friday, from 7:30 AM to 4:30 PM. Extensive travel is required to various installations such as Ft. Campbell, KY, Ft. Hunter-Liggett, CA, and other ACOM sites. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government COR.
